This paper presents economic and sociological determinants of the shadow economy in the small and micro-sized enterprise sector in Poland, based on empirical research. Special attention is paid to social embeddedness of this phenomenon. It is indicated that the shadow economy generates specific social problems, whole also solving some of them. The article concludes with some socio-economics policy suggestions.

Artykuł prezentuje ekonomiczne i socjologiczne uwarunkowania funkcjonowania szarej strefy w sektorze mikro- i małych przedsiębiorstw w Polsce na podstawie badań empirycznych. Podkreślone jest tu społeczne zakorzenienie tego fenomenu. Wskazuje się, że szara strefa tworzy określone problemy społeczne, ale niektóre również rozwiązuje. Artykuł kończą sugestie pod adresem polityki społeczno-ekonomicznej.

The paper raises two issues. Firstly, it explains the reasons why informal economy provides opportunities for functioning of companies and labor force that are marginalized in the formal sector. Secondly, it deals with the conditions under which regulatory mechanisms in the underground economy act effectively. Special attention is paid to the existing networks of social ties.

Pierwsza dotyczy przyczyn, dla których szara strefa stanowi przestrzeń dającą szanse na funkcjonowanie zmarginalizowanym na formalnym rynku firmom i zasobom siły roboczej. Druga dotyczy warunków skutecznego działania mechanizmów regulacyjnych na tym obszarze. Wiodąca rola zostaje tu przyznana istniejącej sieci powiązań społecznych.

Description of destroying graves and the burning of human bones in Bethel (2 Kings 23,16-19) is unique compared to other reforms undertaken by the kings of Judah and by King Josiah (2 Kings 22-23). From the point of view of syntactic and grammatical, this description is diametrically opposite from other parts of the activities of King Josiah. We do not see a direct connection be-tween the found the Book of the Law and the activities at Bethel. Also lacks explicit references to the idea of centralization of worship in Jerusalem. It seems that in connection with the activities at Bethel we are not dealing with religious reform, but more with a political action. For the living, “graves serve not only to hold the remains of the deceased, or to memorialize the existence of an individual but – significantly – a grave or collection of graves might also serve to mark the boundary of a given place or to signal possession or owner-ship of a territory” (Francesca Stavrakopoulou). The destruction of graves and their contents, is a sign of the extension of borders and military conquest. We can see parallels between the actions of Josiah and his contemporary rulers of Assyria. This is particularly evident in the activities of the king of Assyria Ashurbanipal, who reigned in the era of King Josiah. His military campaigns were characterized by particularly demonstrative destruction of graves and human bones, which resulted from the Assyrian anthropology. According to the Assyrian outlook of life, the dead could reach after the death of two states: the state etemmu, when they could influence the world of the living positively or negatively and state zaqiqu, when they were deprived of all power. Both states had their relationship with the fate of the bones of the dead. It seems that some elements of both anthropology Assyrian and Assyrian psychological warfare influenced the description of the activities of King Josiah at Bethel.

Artykuł stanowi próbę identyfikacji sposobów oddziaływania szarej strefy na funkcjonowanie sektora małych i średnich przedsiębiorstw w Polsce, ze szczególnym uwzględnieniem kwestii związanych z zatrudnieniem. Podstawą do weryfikacji tez stanowią tu badania empiryczne o charakterze jakościowym. Pokazują one, że w odniesieniu do dóbr legalnych szara strefa lokuje się często w przedsiębiorstwach rejestrowanych, a rynek oficjalny i nieoficjalny łączą się ze sobą. Stąd warunki pracy i płacy w obu sektorach zbliżają się do siebie. W najmniejszym stopniu dotyczy to zajęć wymagających najniższych kwalifikacji.

The paper attempts to specify the ways in which the grey economy affects small and medium-sized enterprises (SME'S) with special regard to employment problems. Empirical research which incorporates quality factors is the basis for verifying the thesis. Study shows that, as regards official goods, formal sector and informal sector integrate with each other, and that is why employment contracts in these two sectors (working conditions and wages) go closely together.

The purpose of this article is to identify flaws in the existing tool for forecasting demand for labour and to indicate changes in it. The observations made show that there are many disadvantages, and their elimination should consist of constant updating of data used to develop employment forecasts. Forecasts should not be developed only in the cross-section of regions but for smaller areas such as the poviat. Forecasts should also be prepared for professions encoded with six digits. The modifications introduced should increase its usefulness from the perspective of public employment services. The article was prepared on the basis of IDI and FGI research results that were carried out in April 2018 as part of the project: System for forecasting the Polish labour market.

Celem artykułu jest zidentyfikowanie wad w istniejącym narzędziu prognozowania popytu na pracę oraz wskazanie potrzebnych zmian. Z przeprowadzonych obserwacji wynika, że wad jest wiele, a ich eliminowanie powinno polegać na ciągłej aktualizacji danych wykorzystywanych do opracowania prognoz zatrudnienia. Prognozy nie powinny być opracowywane tylko w przekroju regionów, ale dla mniejszych obszarów, jak na przykład powiat. Prognozy należy również przygotowywać dla zawodów kodowanych sześcioma cyframi. Wprowadzone modyfikacje powinny zwiększyć użyteczność narzędzia z perspektywy oczekiwań pracowników publicznych służb zatrudnienia. Artykuł opracowano na podstawie wyników badań IDI i FGI, jakie zrealizowano w kwietniu 2018 r. w ramach projektu System prognozowania polskiego rynku pracy.
