Niniejszy artykuł podejmuje zagadnienia związane ze współczesnymi wyzwaniami w obszarze zarządzania strategicznego JST. Jego celem jest przedstawienie outsourcingu w Gminie Tarnów Opolski i jego wpływu na optymalizację ekonomiczno-finansową JST I stopnia. Środki w budżecie gminy zaoszczędzone w wyniku zastosowaniu outsourcingu mogą być wykorzystane, między innymi, dla realizacji nowych zdefiniowanych obszarów funkcjonowania Gminy. Podstawą do przygotowania niniejszego artykułu jest dostępna literatura przedmiotu, źródła internetowe oraz wyniki analizy danych Gminy Tarnów Opolski.

This article deals with issues connected with contemporary challenges in the area of strategic management of local government units. Its purpose is to present the outsourcing in Tarnów Opolski Commune and its influence on the improvement of economic and financial efficiency, and thus an important element contributing to the development of the first level local government units. The funds in the budget of the commune saved by the use of the outsourcing can be used, among other things, for the implementation of new defined areas of functioning of the Commune. The basis for the preparation of this article is the available literature on this subject, the Internet sources, but in majority these are the author's own studies developed on the basis of the materials concerning Tarnów Opolski Commune.
