The crucial element which has influenced incomes in Polish agriculture is the EU assistance. Effectiveness of the funds transferred to the communes of the West-Pomeranian voivodship has been presented. The size of those funds has been related to the social and economic development of those communes. It has also been shown that the EU support funds are not being used as an effective tool for alleviating disproportions in development between communes of the given region.

Istotnym elementem wpływającym na sytuację dochodową polskiego rolnictwa jest pomoc unijna. Artykuł ma na celu określenie wysokości wsparcia z SPO Rolnictwo w jednostkach samorządowych o zróżnicowanym poziomie rozwoju społeczno-gospodarczego na przykładzie gmin woj. zachodniopomorskiego. Wykazano, że pomoc unijna nie jest skutecznym narzędziem wyrównywania różnic w układzie intraregionalnym pomiędzy gminami.

In Polish rural areas, including the traditionally agricultural area of the West-pomeranian voivodeship, there are many barriers of entrepreneurship development, in particular those of a social character. The paper presents research results of the local authorities’ and rural area inhabitants’ opinions about the non-agricultural economic activity conditions. The results of the conducted research indicate that the analysed social conditions have a negative impact on the development of rural entrepreneurship. Expeditious overcoming of these barriers is currently an important element of local development.

W artykule dokonano analizy prawnych form podmiotów posiadających koncesję na wytwarzanie energii elektrycznej na przykładzie woj. zachodniopomorskiego na podstawie danych Urzędu Regulacji Energetyki, Krajowego Rejestru Sądowego i Centralnej Ewidencji i Informacji o Działalności Gospodarczej. Opracowanie zawiera zwięzłą charakterystykę oraz przedstawia wady i zalety poszczególnych rodzajów działalności. W woj. zachodniopomorskim dominują elektrownie wodne (46%), których właścicielami są głównie osoby fizyczne prowadzące działalność gospodarczą i spółki cywilne. Podmioty te stanowią łącznie aż 62% przedsiębiorstw koncesjonowanych. Jednakże na skutek obecnego ustawodawstwa ich rozwój jest zahamowany. W ostatnich latach powstają głównie spółki z ograniczoną odpowiedzialnością – samorządowe lub z udziałem kapitału zagranicznego prowadzące elektrownie wiatrowe lub biogazowe.

This article analyzes the legal forms of entities with a concession for the production of electricity – for example, the Zachodniopomorskie Voivodship on the basis of the Energy Regulatory Office, the National Court Register and the Central Register and Information on Business Activity. The study contains brief characteristics, and the advantages and disadvantages of each type of activity. The voivodship is dominated by hydroelectric power plants (46%) owned by natural persons conducting business and civil companies. These operators together constitute up to 62% of the companies with concessions. However, as a result of current legislation, their development is hindered. In recent years, local or foreign capital-based wind power plants and biogas plants have mainly been established.
