Inwestycje realizowane przez jednostki samorządu terytorialnego to celowe wydatkowanie kapitału, skierowane na powiększenie korzyści materialnych i niematerialnych wspólnoty samorządowej. Wszystkie efektywne wydatki, jakie ponosi gmina na wytworzenie lub odtworzenie składników majątku gminy, uważa się za środki pozytywnie wpływające na rozwój gminy i sytuację jej mieszkańców. W artykule starano się ocenić poziom nierównomierności, czyli koncentracji wydatków na inwestycje ponoszonych przez 19 miast na prawach powiatu województwa śląskiego. Dokonano tego obliczając współczynnik koncentracji zaproponowany przez Karola Kukułę i bazując na danych pochodzących ze sprawozdań z wykonania budżetu zebranych przez Regionalną Izbę Obrachunkową w Katowicach.

Investments of local communes are intentional expenditures of capital aimed at increase in tangible and intangible benefits of the commune. All effective expenditures born by the commune on construction and reconstruction of its wealth are treated as funds positively influencing its development and well-being of citizens. The paper was intended to assess the level of dispersion, i.e. concentration of expenditures on investments born by 19 cities acting as counties in Silesian voivodship. The fundamental measure used in research was concentration coefficient proposed by Karol Kukuła and the basis for calculations was data presented in budget usage collected by Regionalna Izba Obrachunkowa in Katowice.

Celem artykułu jest przedstawienie, jakie znaczenie w budżetach gmin posiadały wpływy z podatku od nieruchomości od osób prawnych i fizycznych. W analizie uwzględniono lata 2004-2008 oraz 19 dużych miast o statusie powiatów województwa śląskiego. Wyniki wskazują na bardzo silne zróżnicowanie badanych miast ze względu na wielkość dochodów z omawianego podatku oraz ze względu na udział tej kategorii podatku w łącznych dochodach.

The aim of the paper is presentation of the importance of incomes from real estates taxes paid by natural and legal persons in local communes budgets. The scope of the analysis were years 2004-2008 and 19 big cities from Silesian voivodship that act simultanously “counties”. The results indicate that there is a very strong diverstity of cities with respect to the value of incomes from the tax and to the share of the tax in total incomes.

Despite the fact that investments of local self-governments has been subject of research and scientific discussions for a long time, the consistent terminological and methodical basis concerning scope, magnitude, dynamics of investments has not been worked out yet. The major aim of the author has been to analyze some of the above issues from the individual point of view. Inclination towards investment of local self-governments can be understood as purposeful decreasing in current consumption, including of the group of individuals, in aimed at increase in wealth in the future. The author proposes synthetic measurements of financial standing of local self-governments and measurements that enable assessment of inclination towards investment level.

The purpose of the paper is to perform analysis of changes in level of real estates' purchases by foreign citizens in Poland in 2007-2011. Moreover the author tries to describe origins of trends in this statistics. The basis for analysis is data published in yearly Report of Ministry of Interior concerning fulfillment of the act on purchases of real estates by foreign citizens. The act establishes protective measures in order to control especially purchases of ground plots by foreign citizens. On one hand it is observed that liberal regulations concerning investments by foreign entities are implemented in Poland and on the other hand the act includes specified limitations to purchases of real estates (including ground plots) that in some situations can become the basis for economic activity

Financing is the main challenge for development of investments of local governments entities in Poland. The aim of the paper is analysis of the sources of investment expenditures financing of local governments of Silesian voivodship with special focus paid on nonrepayable sources. The period of analysis spans from 2006 to 2011. The research was based on data provided by Regional Chamber of Audit (Regionalna Izba Obrachunkowa) in Katowice. The results indicate that the structure of investment expenditiures of particular types of local governments was diversified during the analysed period

Inceasing scope of tasks assigned to local self-governments and limited financial resources for disposal create necessity to use external financial sources that enable fulfillment especially of investment tasks. Rating is one of the tools that increase reliability of a given local self-government. Credit rating given to a private or public entity by a respected rating agency leads to increase in bigger trust on financial markets and high rating may increase the basis of potential investors. The national valuation of debt issuance and its verification in comparison to the one made by offering organizer is also made by means of rating.

The main purpose of the paper was assessment of the scale of changes in investment expenditures born by local communes considering directions of investments (classification aligned with the classes used for central budget purposes). The research spanned on the period of 2008-2012 being the years of global financial crisis and economic slowdown. The analyses were based on data delivered by RIO and GUS separately for urban, urban-rural and rural communes. The authors measured moreover the similarity between investment share structures for pairs of consecutive years. The assessment of structural changes followed the analysis of share in expenditures on particular classes of economy in total investment expenditures.
