The article analyzes the activity of the representatives of the Congress of Women association as candidates in the 2018 local elections. The Congress of Women declares that it is an association supporting all candidates from (various) election committees who are close to the demands of the Congress social movement. It was demonstrated from which election committees the candidates — plenipotentiaries — originated, and what results they achieved. At the same time, the topic of definitions related to the concepts of “social worker” and “politicians” was raised, in order to explore whether they are treated synonymously and what value meaning is given to these issues.

The author concentrates on the social activity in the third sector, analysing the Szczecin association ‘Równość na Fali’, a local organisation, which acts against the discrimination of the sexual minorities in the West Pomeranian Voivodship. The proposed thesis of the article is that the rights of the sexual minorities provoke strong emotions and controversy, which makes it difficult for the NGOs to function, but at the same time the NGOs themselves become indispensable. The article raises the context of the postulates expressed by a local organisation with reference to the nationwide postulates of the LGBT community. The objective of the article was to find connections between the NGO’s activity and the political action undertaken by its members. Thus the analysis of the association has included its relations with the political sphere.

Celem niniejszego artykułu jest ukazanie różnic dotyczących regulacji praw osób LGBT w państwach należących do Unii Europejskiej. Dokonano porównania ewolucji przepisów prawnych w poszczególnych państwach członkowskich. W rozważaniach ujęte zostały także daty przystąpienia danego państwa do Wspólnoty Europejskiej/Unii Europejskiej oraz regulacji podjętych wobec społeczności LGBT. Kwestie te należy uznać za istotne, biorąc pod uwagę kryteria kopenhaskie, które dane państwo musiało spełnić, przystępując do UE. W badaniu zadano pytanie, czy i w jakim tempie regulacje dotyczące związków partnerskich korespondowały w poszczególnych państwach z wprowadzeniem pozostałych postulatów dotyczących społeczności LGBT. Zwrócono uwagę na wątek związany z datą przystąpienia państw członkowskich do Unii Europejskiej. W kontekście dyskursu społeczno-politycznego w Polsce, dotyczącego konsekwencji takich regulacji, przeanalizowano regulacje w państwach, które razem z Polską wstąpiły do UE w 2004 roku. Główną hipotezą jest, że przyjęcie regulacji dotyczących małżeństw jednopłciowych w UE nie jest koniecznym następstwem wcześniejszego zalegalizowania jednopłciowych związków partnerskich. Wprowadzeniem do analizy jest przedstawienie kryteriów kopenhaskich, czyli wytycznych otwierających drogę do wstąpienia w struktury Unii Europejskiej, a także międzynarodowych postulatów społeczności LGBT. Biorąc pod uwagę dynamikę wprowadzanych regulacji w Europie i na świecie oraz jednocześnie, traktowanie ich w Polsce nadal w kategoriach kontrowersyjnych, wybrano te najczęściej dyskutowane wątki. Należą do nich jednopłciowe związki partnerskie i małżeństwa oraz adopcja dzieci przez pary homoseksualne.

The aim of this article is to analyse the differences in the regulation of LGBT rights in the Member States of the European Union. The evolution of legal provisions in individual Member States is compared. The considerations also include the date of accession to the European Community / European Union and the regulations adopted by states for the LGBT community. These issues should be considered as important, taking into account the Copenhagen criteria that a given country has to meet when joining the EU. The question was asked in this research is whether and at what pace the regulations on same-sex partnerships corresponded in individual countries with the introduction of other postulates concerning the LGBT community. Attention was paid to the issue related to the date of accession of the Member States to the European Union. In the context of the sensitive social and political discourse in Poland regarding the consequences of such regulations, the regulations in the countries that joined the EU in 2004 with Poland were analysed. The main hypothesis is that the adoption of same-sex marriage regulations in the EU is not a necessary consequence of previously legalising same-sex partnerships. The introduction to the analysis is the presentation of the Copenhagen criteria, i.e., the guidelines that open the way to joining the structures of the European Union, as well as the international postulates of the LGBT community. Considering the dynamics of introduced regulations in Europe and in the world, and at the same time, treating them in Poland in controversial categories, the most discussed topics were selected. These topics include same-sex partnerships and marriage, and the adoption of children by same-sex couples.

The author of the article analyzed the activity of candidates recommended by the Association of Women’s Congress in the 2018 local government elections. It was argued that the key to obtaining the support of the Congress of Women were written commitments of individual candidates, regardless of which of the electoral committees started. The aim of the article was to verify the declaration of the Congress of Women that the association supports all candidates from (various) electoral committees, who are close to the idea of a congressional social movement. The issue of synonymous use of the notion of party and political character was also important in the context of activities undertaken by the Congress of Women.

Автор статьи проанализировал активность кандидатов, рекомендованных Ассоциацией конгресса женщин на выборах в местные органы власти 2018 года. Автор утверждает, что ключом к получению поддержки Конгресса женщин являлись письменные обязательства отдельных кандидатов, независимо от того, от какого комитета они приняли участие в выборах. Целью статьи было проверить заявление Конгресса женщин о том, что ассоциация поддерживает всех кандидатов от (различных) избирательных комитетов, близких к идее общественного движения конгресса. Вопрос о синонимичном использовании понятия «партия» и «политичность» имеет важное значение в контексте мероприятий, проводимых Конгрессом женщин.

The article concerns attitudes of voters and political parties towards the right to civil partnerships for same-sex couples. Although, over the years, several attempts have been made to introduce draft laws on relationships in Poland, none of them was successful. The following political parties and groupings were analyzed: Prawo i Sprawiedliwość, Polskie Stronnictwo Ludowe, Platforma Obywatelska RP, Nowoczesna of Ryszard Petru, KW Kukiz '15 and Koalicja Zjednoczona Lewica. Studies have confirmed that the portioning of support for the right to a same-sex registered partnership divides the Polish political scene. The position of the examined parties on the legalization of same-sex relationships coincides with the beliefs of voters. The majority of parties and voters of the left supported the right to enter into partnerships, right-wing parties and their voters were against.
