Praca przedstawia gdański model poprawy estetyki miasta wypracowany w Studium Koncepcji Regulacji Estetyki Miasta (KREM). Model został sporządzony w Biurze Rozwoju Gdańska (BRG) decyzją Prezydenta Gdańska. Koncepcja Regulacji Estetyki Miasta stanowi odpowiedź na narastający problem wizualnej degradacji przestrzeni miejskiej. Celem prac studialnych było przeciwdziałanie chaosowi przestrzennemu poprzez nowe regulacje dotyczące nośników reklamy i szyldów do stosowania w miejscowych planach zagospodarowania przestrzennego w Gdańsku. W dłuższej perspektywie może zaowocować to poprawą estetyki przestrzeni miejskiej.

Gdańsk, as many other Polish cities and towns, is dealing with the problem of spatial chaos caused by, among other reasons, the uncontrolled growth in number of advertisements in public space. This burning issue has been noticed not only by the citizens, but by the local authorities as well. As a consequence, the Mayor of Gdańsk assigned the Gdańsk Development Agency (Biuro Rozwoju Gdańska) to draw up a proposal of regulations to be implemented in zoning plans - acts of local law on spatial development. The study of city aesthetics (named Koncepcja Regulacji Estetyki Miasta, KREM) conducted by Gdańsk Development Agency consisted of three parts: analysis (in 2012: inventory, own research, bibliographic studies), project (in 2013: proposals of definition and regulations) and public consultations (2014). The main conclusion from the first stage is that the main problem of public space is the chaotic location and abundance of advertisements. The second part of the study was an attempt to arrange advertisements in public space. Thus, the city of Gdańsk was divided into four zones with different kinds of restrictions – in the first zone no advertisement is allowed, in the fourth – advertisements of an area of up to 18m2 may be located. Moreover, several types of general regulations on advertisements in public space were worked out: bans, restrictions, recommendations and rules of localization. The KREM study, as a part of local law, is an important element of a coherent city policy of public spaces aesthetics, along with the City Council department responsible for execution of law and cooperation with citizens and entrepreneurs.
