The article aims to answer the question what factors determine the possibility of instrumental use of culture for urban development. The article refers to the empirical research (conducted in 41 cities) which is based on the theory of cultural value by John Holden. According to its theoretical assumptions, the cultural value, generated by entities operating in the cultural sector and defined from the perspective of different stakeholders, is the result of three different values: institutional, instrumental and intrinsic. The research shows that the most important areas affecting the possibility of using culture for urban development are: tangible and intangible resources, cultural policy and creative capital. The most worrying problem for the possible use of culture lies in the lack of dialogue and consensus in cultural policy.

Celem artykułu jest odpowiedź na pytanie, jakie czynniki warunkują możliwość instrumentalnego wykorzystania kultury dla rozwoju miast. Autorka opiera się na badaniach empirycznych (przeprowadzonych w 41 miastach), których podstawą jest teoria wartości kultury Johna Holdena. Według założeń teoretycznych ogólna wartość generowana przez podmioty działające w sektorze kultury, istotna z punktu widzenia różnych grup interesariuszy, jest wypadkową trzech następujących komponentów: wartości instytucjonalnej, instrumentalnej oraz integralnej. Badania wskazały, że o możliwości wykorzystania zjawisk kultury w rozwoju miast współdecydują trzy obszary: zasoby materialne i niematerialne, polityka kulturalna i kapitał kreatywny. Największym problemem dla możliwości wykorzystania kultury jest zaś brak dialogu i dążenia do konsensusu w programowanej polityce kulturalnej.

This article is the case study of a public cultural institution, which after years of stagnation made an attempt to accept a challenge of participating in a considerable international project. The goal of the research was to defi ne reasons for taking this decision, problems which occured during introducing the project and consequences for the institution after the implementation of this innovation.

The Mazovian Programme of Cultural Education is an initiative that aims to raise the profile of cultural education, improve access to it, emphasise its importance for social development, and provide support to cultural managers and educators. In this article the programme is presented in the context of contemporary theories on cultural and educational activities, and their significance for development in its broadest sense. Involved directly in the implementation of the programme, the authors of the article discuss its tools and methods, conclusions from the programme applications in practice, as well as the approach and values adopted as guidelines throughout the programme.

This article examines the role of creativity and prestige in Wrocław in the context of the metropolitanisation of culture and events connected with the European Capital of Culture initiative. In order to provide a wide and multi-faceted perspective for the exploration of these phenomena, the economy of prestige approach was combined with the analysis of metaculture circulation processes. The results show that barriers to the rise of the economy of prestige in Wrocław include very little trust experienced by producers of culture towards systems of culture management, together with the centralisation evident in, for example, abstruse and puzzling staffing changes.
