In the article there are proposed scientific approaches to development of resource-effective strategies at microlevel under the transition of national economies to innovative development. The essence of resource saving strategy for the enterprise is defined such as a system of long-term goals of resource saving activity of business entity, formed by the overall objectives of its development, as well as selection of the most effective ways to achieve them. Taking into account innovation factors, there are developed principles of building resource-efficient strategy at microlevel, which include principles of environmentalism, compliance, entrepreneurial and communication skills, flexibility and alternative, innovation. Based on the analysis of possible restrictions and reserves of the enterprise development there are formed components of resource-efficient strategy and defined main policy measures for resource saving strategy development, in particular, implementation of technical regulations of resource use, renovation and modernization of fixed assets, mandatory certification of energy-consuming equipment, disposal of primary production wastes, use of alternative energy, etc.

This paper investigates the economic principles of labour potential development and methodological approaches to its evaluation in higher education institution. The paper founds that the reduction in work activity of higher education institutions’ staff is largely related to the lack of the necessary material and moral incentives and guarantees of personnel’s social protection. The directions of labour potential’s development are discussed. There are also analysed the effectiveness of material incentives and system of privileges and bonuses for employees in higher education institution on the example of Sumy State University. It is underlined the priority directions for motivation of scientific activity of teaching staff. Additionally paper proposes recommendations to improve the stimulation system for labour potential development in the university. The paper emphasizes the need to create powerful motivation systems at educational institutions of Ukraine for the labour potential development. It is suggested ways for improving the quality of educational services to students through professional growth of teachers and improvement of their skills.

This paper investigates current conditions, problems and ways of improving minimum wage formation in Ukraine. The concept and role of minimum wage in the economy as well as the dynamics of nominal and real minimum wage levels were considered. Based on international comparisons and comprehensive analysis of the dynamics of minimum wage, consumer basket and cost of living in Ukraine, it is substantiated the close economic relationship between these indicators. The results of investigation of key economic indicators concerning wages and life quality allowed offering a number of recommendations to improve the mechanisms for determining minimum wage in Ukraine. The proposed improvements are based on a comprehensive assessment of consequences of unjustified minimum wage increase and take into account the experience of the development countries in this field.

This paper investigates economic and legal aspects of reformation of energy sector management in Ukraine concerning to adaptation of national legislation to EU legislation in the field of energy efficiency and renewable energy as well as economic incentives for energy saving. There is substantiated the necessity of adaptation of Ukrainian legislation to European standards of energy efficiency in the context of international obligations assumed by Ukraine. Based on the analysis of domestic regulatory and legislative acts in the field of energy efficiency and renewable energy and mechanisms of economic incentives for energy efficiency measures, there is estimated the level of compliance of economic and legal framework of Ukraine to European legislation. National strategies, plans and programs for energy efficiency and renewable energy development are analyzed and the current state and prospects of their implementation are evaluated. There are detected shortcomings of the current legal framework in the field of economic incentives for energy efficiency increase in Ukraine and proposed the ways of its improvement.
