The article is a translation of the opening speech, delivered by Nicholas Barr at the 5th International Research Conference on Social Security, 5-7.03.2007, Warsaw, titled 'Social Security and the Labour Market: a mismatch?'. The starting point of the article is the presentation of the economic social change during the last 50 years. The further parts discuss its influence on social policy, with the focus point on the changes in strategic policy directions. The last part of the article presents the spheres of mismatch between the labour market and social security with the clear suggestions for social policy reforms.

This paper argues that experience in Chile demonstrates (a) problems with fullyfunded defined-contribution indivdual accounts that were both predictable and predicted, and (b) a mostly rational evolutionary approach to addressing those problems. Section 2 briefly outlines the 1981 system and its problems. Section 3 discusses strategic reform in 2008 which addressed some of those problems. Section 4 – the main focus of the paper – discusses the unfinished business left by the 2008 reforms and sets out the main proposals of the 2015 Bravo Commission, including its 58 specific proposals, which commanded majority support from the Commissioners, and its three very different Global Proposals, about organising and financing the system, which are highly controversial.

W artykule autorzy wykazują, że doświadczenia Chile dotyczące ograniczenia kont indywidualnych zostały przewidziane i że do rozwiązywania problemów wykorzystywano racjonalne i ewolucyjne podejście. W artykule przedstawiono również system emerytalny z 1981 r. i jego problemy. Omówiono reformę strategiczną systemu emerytalnego z 2008 r. oraz nakreślono kontekst działań Komisji Bravo i jej propozycje.
