The paper discusses the role and place of private companies offering services related to people and property protection in the Slovak internal security system. The paper outlines the Slovak system of internal security, its institutions, entities and formations and presents organizational and legal basis for functioning of private security entities in the Slovak Republic. Additionally, the paper presents procedures of applying for a license which entitles the holder to start a business in the security sector and to perform tasks written down in the catalogue of services for private security industry. The text is completed with statistics related to the activities of private security companies with respect to security and public order in Slovakia. The paper was prepared as a part of a research and innovation project within operational project Horizon (2020-FCT-2015, No: 700688) Understand the Dimensions of Organized Crime and Terrorist Networks for Developing Effective and Efficient Security Solutions for First-line-practitioners and Professionals.

Niniejszy artykuł przedstawia (w zarysie) rolę Ministerstwa Sprawiedliwości oraz Prokuratury Generalnej, które z racji ustawowych i doktrynalnych zobowiązań zajmują się problematyką zwalczania przestępczości handlu ludźmi w Polsce. Ponadto w tekście przybliżono pojęcie handlu ludźmi w literaturze przedmiotu, omówiono instrumenty prawne wykorzystywane w zwalczaniu tej formy przestępczości w Polsce a także scharakteryzowano Międzyresortowy Zespół do Spraw Zwalczania i Zapobiegania Handlowi Ludźmi.

This paper outlines the role of The Ministry of Justice and the General Prosecutor’s Office which due to legal and doctrinal obligations deal with the issue of combating the crime of human trafficking in Poland. Furthermore, the text provides a focus on the concept of human trafficking in the subject literature as well as legal instruments implemented in combating this form of crime and the characteristics of the Inter-ministerial Committee for Combating and Preventing Trafficking in Human Beings.

The paper addresses the issue of special witness protection in the Czech Republic with respect to legal proceedings, organisational and tactical forms of protective actions implemented by the Police and the Prison Service towards persons admitted to protection programmes. The most significant legal acts regulating protective actions and operations adopted under the institution of an anonymous witness, special institution of witness protection and short-term protection have been drawn forward. Actions described in the paper constitute basic instruments of operational, exploratory and investigative work used by the Czech Republic Police in their fight against organised crime. The paper was written within the frame of a research project called “Understanding of Dimensions of Organized Crime and Terrorist Networks for Developing Effective and Efficient Security Solutions for First-line-practitioners and Professionals” (TAKEDOWN, H2020-FCT-2015, No: 700688).

The aim of the study is presentation of the French system of police education on the example of its central academic institution - France’s National Police College. The paper describes the management system of the College, recruitment procedures in the French National Police as well as forms of education and professional training offered by the police training centres in France. In the introduction to the main body of the paper, the reader will find detailed description of the central organisation unit of the French Police i.e. the General Directorate of the National Police with headquarters in Paris.

The aim of this paper is to present the role of the police in providing security in the territories and railway areas in Poland. The statutory tasks and forms of their implementation by the formation have been discussed, in the context of monitoring the safety and the prevention of and response to crimes occurring on railway. The text has used available literature which examines the biggest problems of functioning of the police formations in the country, as well as publicly available statistics on the state of security in the Polish railway stations, bus stops and railway stations and passenger trains and freight services. The level of security of the rest of the railway infrastructure has also been analyzed. The text is enriched with information from expert interviews which allowed to deepen the knowledge already available on the forms and methods of criminal activities that take place in areas and railway premises. Based on the empirical results obtained, characterized (in outline) in this publication, you may be tempted to say that the security situation in the sector of social life is gradually increasing, which undoubtedly has been influenced by the actions and initiatives taken by the state formations in uniform, established to protect public order and safety in Poland. The publication is a supplement to the state of knowledge about the activities, engagement and work outcomes of the police, which is very important, both from social and economic point of view, and for the functioning of our country as a whole.

Celem opracowania jest przedstawienie roli Policji oraz Straży Ochrony Kolei w zakresie zapewnienia bezpieczeństwa na obszarach i terenach kolejowych w Polsce. Omówiono ustawowe zadania i formy ich realizacji przez te formacje, w kontekście monitorowania stanu bezpieczeństwa i zapobiegania oraz reagowania na zaistniałe przestępstwa na kolei. W tekście wykorzystano dostępną literaturę poruszającą problematykę funkcjonowania tych formacji o policyjnej proweniencji, a także upublicznione dane statystyczne odnoszące się do stanu bezpieczeństwa na polskich dworcach, stacjach czy przystankach kolejowych oraz w pociągach pasażerskich i towarowych. Poziom bezpieczeństwa pozostałej infrastruktury kolejowej również został poddany analizie. Tekst wzbogacono o informacje pochodzące z przeprowadzonych wywiadów eksperckich, które pozwoliły na pogłębienie dostępnej dotychczas wiedzy o formach i metodach działań przestępczych, jakie mają miejsce na obszarach i terenach kolejowych. W oparciu o uzyskany wynik empiryczny, scharakteryzowany (w zarysie) w niniejszej publikacji, można pokusić się o stwierdzenie, że stan bezpieczeństwa w omawianym sektorze życia społecznego sukcesywnie wzrasta, na co niewątpliwie mają wpływ działania i inicjatywy podejmowane przez państwowe formacje mundurowe, powołane do ochrony bezpieczeństwa i porządku publicznego w Polsce. Publikacja stanowi uzupełnienie stanu wiedzy o aktywności (zaangażowaniu i efektach pracy) Policji oraz Straży Ochrony Kolei w bardzo istotnym, zarówno ze społecznego jak i gospodarczego punktu widzenia, obszarze funkcjonowania naszego kraju.

Administration and public security officer’s vocational training course is an element that was changing in the Republic of Poland many times since the creation of the Police unit in 1990. This article attempts to present forms of the current teaching forms carried out in schools and training centers of the Police. There are discussed the legal basis, supervision and the process of course of Policemen’s vocational training. This training can be divided into 4 phases: basic training (obligatory), the forms of professional training, officers’ studies and officers’ training (for graduates). There are presented the required exams, forms of credit and qualifications obtained during basic training. This training is the only one that all of the police officers have to pass, when starting their professional career. Its goal is to equip the officer with practical skills and technical knowledge that allows to perform basic tasks in the public service. In terms of the professional training the article shows forms of credit, and specialist courses program. To apply for officers studies, a policeman has to obtain superior’s referral. This article also discusses the rules of recruitment process and the conditions of the officers’ exam. The final form of policemen’s professional training is officers’ training for graduates. There are described the conditions of recruitment and the knowledge needed to pass the qualifying examination. This article also includes (in outline) the results of the inspection carried out in the Republic of Poland teaching units by the Supreme Chamber of Control.

The article presents the organization and functioning of the Police of Silesian Province (PWŚl.), the formation of a strictly police provenance, which in the years 1922-1939 in the autonomy of Silesia was responsible for the security and public order. The paper outlines main issues such as the origin of creation of PWŚL, the number of formations as well as the effectiveness of procedures adopted to prevent and combat crime.

The paper highlights the issue of sexual crime in the Slovak and Czech Republic. Also selected activities related to prophylactic and therapeutic initiatives undertaken in the above–mentioned countries towards victims and offenders of sexual crimes are discussed. The text was created on the basis of the Slovak and Czech subject literature. The following material can be of interest for those who professionally and scientifically deal with crime, for students of faculties of criminology, law, psychology, internal security as well as to any other readers to whom the issue of public security in European Union countries is particularly close.

Celem opracowania jest przedstawienie możliwości identyfikacji przestępstw i wykroczeń skarbowych przez wyspecjalizowane instrumenty systemu bezpieczeństwa wewnętrznego Republiki Słowackiej. W tekście przybliżono m.in. funkcjonowanie Jednostki Wywiadu Finansowego oraz zadania jakie realizują policjanci służący w tej elitarnej jednostce organizacyjnej Korpusu Policji Republiki Słowackiej. Ponadto zostały szczegółowo omówione podstawy prawne zwalczania przestępczości skarbowej, w tym przeanalizowano legislatywę dotyczącą wszczynania postępowań prokuratorskich dotyczących kontroli majątku pod kątem legalności jego nabycia i źródeł finansowania.

The aim of the study is to present the existing solutions to the functioning of the police eduction systems in selected Member States of the European Union. Using the results of the study, the Authors presented the organization of police schools and universities in fifteen European countries. On the basis of information obtained during the survey, that was conducted across Europe, the implementation of new organizational and legal solutions to the Polish police education system was proposed. The system of educating officers in Poland was presented in an institutional way, while the functioning of its leading component, i.e. the Police Academy in Szczytno, was described in detail. The material was divided into two parts because of its volume. The first part presents the organization and run of the research activity and ten police education systems in the Member States of the European Union were also characterised. Whereas the second part of the paper contains a continuation of the characteristics of police education systems in Europe (the next four countries were discussed), and also highlights the functioning of the police education system in Poland, with particular reference to the Police Academy in Szczytno. This part of the study also includes proposals for changes to the Polish police education system. The paper was made in the framework of the project "Construction of an IT system supporting communication in the Police and other services subordinated to the Ministry of Internal Affairs in the aspect of internal security", project No. DOB-BIO7 /03/01/2015 of PLN 5 010 000 co-financed by the National Research and Development Center under the competition No.7 / 2015 and No. 7/2015 for the execution and financing of research and development projects for national defense and security or research and development works for national defence and security.

This article presents a system of crime prevention functioning in the realities of the Slovak Republic. The text discusses, inter alia, the essence of preventive measures taken against the phenomena of social maladjustment occurring in Slovakia. All three levels of the system (national, regional, local) are presented and the “National Crime Prevention Strategy 2012-2015” is brought closer (in an outline) and analised as a way to keep and develop country’s security culture.

The article sets forward the experience of the Slovak Republic in the field of prevention of violence and aggression in football stadiums. The text discusses initiatives aiming at dimnishing this alarming and increasing in size phenomenon. The experiences stemming from preventive measures which have been taken in this regard in other European countries, have also been brought closer in the text.
