The goal of the paper is to determine the role and instruments of the state policy regarding labor market at the national level. It considers in detail the role of the state policy applied to shape employment conditions in public and private sectors in terms of its legal status and implementation. Moreover, the state indicates a significant framework for the scope, mainly by determination of the minimum wages but also, as an employer, by defining average and the highest wages in economy. Moreover, there is presented an analysis of implementation of this policy, in which such aspects as the level, dynamics, structure and pay of employees were studied. Poland constitutes the study area of the analysis, although sometimes there are made justified and necessary references to the whole area of the EU. The study period of the empirical observations covers the years 2004-2012.

The aim of this study is to present, analyze and assess the level and relations of labor costs and productivity in Poland and European Union. Analyses of labor markets in European Union states show that these markets are characterized by very similar measures regarding the levels of professional activity, unemployment rate and efficiency of labor market policy programs. However, the difference in the level of wages still remains high. Among the reasons for this phenomenon we can indicate the levels of labor costs and productivity, which determine the levels of wages in particular member states. Thus the subject of this paper is the analysis of the levels of labor costs and productivity in Poland versus those in European Union. The thesis stated in the study is that the maintained differences in wages in European Union may be explained by differences in the levels and relations of labor costs and productivity, which are discussed in detail in the study.

The fi rst aim of this paper is to analyze the changes in the labor market institutions in 25 transition countries with the use of the set of 14 chosen labor market institutions indicators. The second aim is to answer the question whether an increase in the level of the product market competition in analyzed countries led the labor market institutions to be more protective (i. e. increase in the EPL index, increase in the level of unemployment benefi ts or increase in the ALMP to GDP ratio). Conducted analysis shows that the general characteristic of the labor market institutions in the transition economies is their heterogeneity, both in time and especially in space. However the empirical results confirmed the relationship between the level of the product market competition and the level of workers protection arising from the labor market institutions only in the case of the EPL index.

The purpose of this study is to analyze and evaluate the development of the level and structure of labor costs and the tax wedge in Poland in comparison with other European Union countries. Firstly, the theoretical aspects of the cost structure are presented. Secondly, the wage, non-wage labor costs, and the tax wedge are compared using statistical data covering the period 2004-2016. The conclusions from the study indicate that labor costs in Poland are still clearly lower than the European Union average, although higher compared to Bulgaria, Romania, Lithuania, and Latvia. Thus, undertaking and conducting production and service activities in Poland remains an attractive venture for foreign investors.
