The article sheds light on the issue of receiving subsidies by the unemployed to set up one's own company. The article is based on the empirical research carried out among the unemployed who obtained financial assistance to start their own businesses. Besides, the author presents the beneficiates' opinions concerning the way of using the granted amount of money. The money was granted by means of the contest. Moreover, the piece of writing focuses on the barriers facing by would-be businessmen concerning their prospective enterprise. The author analyses the prospective businessmen's plans regarding the company development or taking on some employees.

This communication presents the results of empirical research into the question of human resource management in public employment services. To this end two theoretical systems - the Blake-Mouton managerial grid and the Tannenbaum-Schmidt management behavior continuum theory - were translated into the language of research questions.
