The aim of the article was to evaluate the utilization of capital factor in farms with the dominant crop production. Such farms occur in Poland in Dolnośląskie Voivodeship. This voivodeship, despite very favorable natural conditions, has weaker and weaker production results compared to other parts of the country. There were used data from mass research (CSO, FADN) and own research conducted in 2013 on a sample of 282 farms from Dolnośląskie Voivodeship. Using survey and literature a material was gathered which was analyzed by simple statistical methods. Studies have shown that farms in the voivodeship have outdated production assets and were underfunded. EU subsidies are spent primarily on current activities and investments are financed mainly from loans. Furthermore, the capital of farms in the voivodeship is characterized by lower productivity than the capital of farms in the country as a whole. It is therefore used in a worse way.

The study analyzed the crop area, the volume and value of production of fresh primary vegetables in order to determine the competitive position of Polish vegetable sector on the supply side of the EU market. Using data, mainly from FAOSTAT from the years 2004-2012 and WAP elements four groups of vegetables dominating on the European market (tomatoes, onions, brassica vegetables, carrots and turnips) were identified. Calculated: Gini concentration ratio and the Herfindahl-Hirschman index showed that the carrots and turnips market was the most competitive one, and tomatoes market the least one . Poland is a dominating manufacturer of tomato and onion in the European Union and ranks first in terms of production volume of brassica vegetables, as well as carrots and turnips. Poland has a huge production capacity, mainly in the form of land and labor resources, but does not use them effectively, thereby losing competitiveness compared to the “old” EU member states. Low farming culture of producers and poor equipment of vegetable sector in infrastructure for the the production and storage of high quality raw materials are also reasons of the weak competitive position of the country.

Postwar history of Poland brings number of changes in territorial division of the country. The most important to the cities on the law of powiat were two administrative system reforms – in the year 1975 and 1999. The first eliminated them, the second – restored. Changes in the status of these cities awaked lots of controversy and fears among their citizens. An example of present Śląskie voivodship shows that they were unfounded. Development of the city is not directly dependent on its statusor importance. In a larger extent it is determined by job market as well as the authorities’ and inhabitants’ commitment to improve life conditions.

Powojenna historia Polski przyniosła szereg zmian w podziale terytorialnym kraju. Najważniejsze dla miast na prawach powiatu były dwie reformy ustroju administracyjnego – w 1975 i 1999 roku. Pierwsza je zlikwidowała, druga – przywróciła. Zmiany statusu tych miast budziły wiele kontrowersji i obaw wśród ich mieszkańców. Przykład miast obecnego województwa śląskiego pokazuje, że były one nieuzasadnione. Rozwój miasta nie jest bowiem wprost zależny od jego statusu czy rangi. Decyduje o tym w większym stopniu rynek pracy oraz zaangażowanie władz i mieszkańców miasta w poprawę warunków życia.

The aim of the article was to outline the perspective for changes of production resources in dolnoslaskie voivodship farms by 2020. It was based on own research conducted among 21 experts with expert surveys technique in autumn of 2013. There were analyzed: status and anticipated changes in farms resource production and their utilization, expected organizational and production changes, as well as the expected effects of the changes. It was assumed improvement of agricultural land use and changes which make that dolnoslaskie voivodship become significant in the country and abroad manufacturer of feed. Experts have predicted a reduction in the number of employees in dolnoslaskie voivodship agriculture and increase in the number of agricultural machines.
