Inwestowanie jest procesem, w którym wyniki dzisiejszych decyzji będą znane dopiero jutro. Nikt nie wie, co owo jutro przy-niesie, ponieważ nikt nie potrafi kontrolować wszystkiego, co się jutro zdarzy. Niezależnie od czasów w jakich żyjemy, obyczajów, systemu władzy, pewne wzory związane z finansowaniem inwestycji samorządów lokalnych są przekazywane kolejnym pokoleniom. Obecnie gospodarka finansowa jednostek samorządu terytorialnego jest zaskakiwana nagłymi i często kontrowersyjnymi zmianami przepisów prawa, co znacznie utrudnia realizację potrzeb społecznych. Artykuł prezentuje możliwość pozyskania finansowania rozwoju lokalnego poprzez emisję obligacji komunalnych na rynku Catalyst. Autorka stara się udowodnić, że jest to szansa nie tylko na pozyskanie zwrotnych źródeł na realizację inwestycji, ale także możliwość przyciągnięcia realnego biznesu.

Investment is a process in which the outcomes of today's decisions will be known only tomorrow. No one knows what this tomorrow will bring, because no one is able to control everything that is going to happen tomorrow.1 No matter what times, customs, system of authority we live under, some patterns connected to financing the investments of local governments are passed down from one generation to another. Nowadays the financial economy of the local government units is surprised by sudden and often controversial changes in the law regulations, which substantially hinders the realization of social needs. This article presents the possibility of the acquisition of the local development financing by means of issuing the municipal bonds on the Catalyst market. The author attempts to prove that there is a chance of not only to obtain the returnable sources for the realization of investment, but also that there is a possibility of attracting the real business.
