Since the start ofthe 20th century, urban development, also in Poland, has generally followedspecially prepared planning documents. Systemie changes, especially as fundamental as those in post-1989Poland, always lead to a change in legat regulations. Today the socio-economic development of Polish townsis guided by the provisions of a relevant strategy of socio-economic development, and their spatial development, by those of a Study of the Conditions and Directions of Spatial Development and a Local SpatialDevelopment Plan. While the role ofa strategy in socio-economic development has to be assessed favourably,the effects ofthe legał regulations controlling physical planning cannot be described in the same way. Owing to their imprecise wording and the arbitrary interpretation this prompts, they do not lead to sustainableurban development and an improvement in the towns’ spatial order. Rather, they tend to generate dynamieurban sprawi, spatialchaos, and growing social costs ofa towns operation. In this way, it is not planners whodecide about the spatial development and growth oftowns, but in fact property owners, housing developers,investors, speculators, and design consortia. Physical planning is less and less being seen in terms ofitssocialfunction as a representative ofthe public interest.

Od początku XX w. rozwój miast, także w Polsce, dokonuje się przede wszystkim na podstawie opracowywanych dokumentów planistycznych. Zmiany ustrojowe, zwłaszcza tak zasadnicze, jak te, które dokonały się po 1989 r., prowadzą zawsze do zmiany regulacji prawnych. Współcześnie rozwój społeczno--gospodarczymiastwyznaczają zapisy strategii rozwoju społeczno-gospodarczego, zaś rozwój przestrzenny - zapisy studium uwarunkowań i kierunków zagospodarowania przestrzennego oraz miejscowych planówzagospodarowania przestrzennego. Pozytywnej ocenie roli strategii w dziedzinie rozwoju społeczno-gospodarczego nie towarzyszy jednak taka sama ocena skutków obowiązywania regulacji prawnych dotyczących planowania przestrzennego. Regulacje prawne dotyczące planowania przestrzennego zostały tak sformułowane, że ich nieprecyzyjność oraz woluntarystyczna interpretacja - zamiast prowadzić do rozwoju zrównoważonego miast i poprawy ich ładu przestrzennego - skutkuje niekontrolowanym rozlewaniem się miast (lub generuje dynamiczny urban sprawi), chaosem przestrzennym oraz wzrostem społecznych kosztów funkcjonowania miasta. W ten sposób o zagospodarowaniu i rozwoju przestrzennym miast w istocie rzeczy nie decydują planiści, lecz właściciele nieruchomości, deweloperzy, inwestorzy, spekulanci i konsorcja projektowo-wykonawcze. Planowanie przestrzennew coraz mniejszym stopniu spełnia swoją społeczną funkcję reprezentanta interesów ogólnospołecznych.

Changes in the political system after 1989 have led to the opening up of new areas of study in many fields of research, including socio - economic geography. One such example, undoubtedly, is the regional diversification of income and expenditure of the population, which was the subject of the ongoing studies, whose selected results are presented in this study. An analysis of the level of income and expenditure of the population was important, as it provided information on: the level of socio-economic development, the standard of living, the level of civilization and culture development, consumption structures, consumption patterns, changes in the structure of demand, etc. Therefore, it was significant for understanding the process of changes which have taken place in Poland. The analysis also provided new generic approaches (problems). This article presents, above all, the research results of the regional diversification of income and expenditure levels as well as the consumption structures of the Polish population in 2006 (in an elementary, complex and synthetic section). A further aim of the research, was to determine statistically significant factors which influence the income and consumption patterns - both factors which had a positive impact (the level of urbanization, the efficiency and productivity of the economy, agricultural produce) and a negative one (unemployment, age structure of the population, population growth and industrial production). This resulted from the conviction that, each description is valuable only if it is supplemented with an explanation of the reasons for such a state of affairs.

One of the major problems of contemporary Poland is its increasingly difficult and complicated demographic situation. This makes the identification of demographic trends of the recent years an important research task. The article presents an assessment of Poland's demographic situation after 1989, i.e. after the change of the country's socio-political system, using the graphic method of trajectories. It is one of the possible, though less popular, methods of studying time series, offering a new perspective on various processes, here demographic ones. The article has two aims: cognitive and methodological.
