The paper is an attempt at evaluating the degree of accuracy of realization of the project: distance learning centres in rural areas financed from the European Social Fund in the frame of the priority II: Development of knowledge-based society, action 2.1.: Broadening the access to education – promotion of lifelong learning; scheme a: decreasing educational inequalities between urban and rural areas. The aims of the project in question include: 1. Creation and equipment with computers and internet connection, of at least 250 distance learning centres in rural areas (in order to enable the final beneficiaries to use the available distance learning programs) 2. Employment in the centres of qualified staff whose task would be to help using the centre’s resources. 3. Creation by the draughtsman, of a countrywide network of distance learning centres using the existing IT infrastructure with units running distance learning. 4. Enabling the final beneficiaries to complement or increase the level of education in the form of distance learning especially at the post-gymnasium level.

The paper discusses difficulties connected with obtaining public fund for the realization of programs of educational opportunities equalization (competition and non-competition versions). The comparative studies have been prepared on the basis of two latest legislative solutions: program of assistance for children and youth from former State Agricultural Enterprises; regional programs of educational opportunities equalization. The article also includes the financial results of assistance forms accumulation in both competition and non-competition. The potential value of the obtained financial support highlights the threads of increasing the differences in the access to education. Promotion of the competition in the realization of the program of educational opportunities equalization will increase the existing territorial differences.

The EU membership requires introduction of significant changes in the agricultural sector. Such changes will not be possible without investments in human capital. The aim of the paper is to make an attempt at presenting the coincidence of three factors conducive to the development of lifelong learning process in rural areas: 1) EU and Polish legislation concerning the cross-compliance rule enforcement; 2) EU financial support for human capital development in the EU second programming period; 3) new banking product connected with financing adult education (Individual Learning Accounts, ILA).

Celem artykułu jest przedstawienie wybranych czynników warunkujących efektywne wykorzystanie narzędzi i instrumentów Nowego Zarządzania Publicznego - NZP - w sektorze ochrony zdrowia w Polsce. Głównym punktem odniesienia przeprowadzonej analizy jest identyfikacja uprawnień samorządu terytorialnego w ochronie zdrowia, ze szczególnym uwzględnieniem funkcji właścicielskich jednostek samorządu terytorialnego w stosunku do samodzielnych, publicznych zakładów opieki zdrowotnej. W artykule formułowane są oceny w odniesieniu do takich kategorii NZP, jak decentralizacja zadań w ochronie zdrowia i jej konsekwencje, czyli np. przekształcenia zakładów opieki zdrowotnej, ich zadłużanie. Jednym z wniosków przeprowadzonej analizy jest uznanie faktu, że reforma ochrony zdrowia i dokonana równolegle decentralizacja instytucji publicznych nie zostały przeprowadzone z pełną świadomością skomplikowania i trudności uzyskiwania jednocześnie dobrych efektów w zakresie trzech wyzwań: skuteczności medycznej, efektywności ekonomicznej oraz równości w dostępie do zdrowia. Artykuł wykazuje, że w sytuacji braku prawnych regulacji, umożliwiających prywatyzację zasobów ochrony zdrowia oraz pełną realizację podstawowych praw właścicielskich, możliwości i efektywność wykorzystywania mechanizmów rynkowych i dobrych praktyk zarządczych oraz innych narzędzi i instrumentów NZP są ograniczone. To z kolei skłania do stwierdzenia, że działania reformatorskie w sektorze ochrony zdrowia muszą być dokonywane w sposób sekwencyjny, a najistotniejszym warunkiem sukcesu w dalszym jego reformowaniu jest zagwarantowanie efektywnej egzekucji praw właścicielskich, która tworzyłaby dogodne pole dla stosowania zasad i narzędzi Nowego Zarządzania Publicznego.

The purpose of this paper is to present few factors influencing an effective implementation of the New Public Management (NPM) procedures and tools in the health care sector in Poland. The main goal of the analysis is the identification of the local authority activities in the health care with the specification of the ownership functions of the public hospitals in Poland. The analysis of decentralization in the Polish health care system, followed by two main problems dealing with privatization and debt securitization in public hospitals in Poland are presented. One of the main conclusion in the article is that the health care reform implemented together with the public administration reform have not been initiated with the awareness of difficulty with the proper understanding and realizing of the three challenges: medical and economical efficiency and equal access to health care. It is argued in the paper that due to the fact that in the health care sector in Poland basic ownership rights are neither adequately clarified nor effectively executed, basic New Public Management tools cannot be fully implemented. Consequently, further clarification of ownership rights in the health care sector accompanied by their effective execution can be seen as a prerequisite for successful reform. Then NPM may follow.

'4business&people Sp. z o.o. (Ltd.), an implementation company, conducted research into psychological toughness and resistance using the Mental Toughness Questionnaire by 48 AQR Ltd. The study contains an exceptionally interesting relation between the psychological toughness and resistance of employees and their position in the organizational structure, describing the difference between the sexes while noting the differentiation between administrative and sales positions.
