In this article discusses economic analysis of impact caused by the im-plementation of regulations passed by the European Union institutions. Properly prepared analysis allows decision makers to adopt such a legal solution that will have the best consequences for the society, economy, and environment. However, the precise analysis at the level of the European Union is not easy, yet extremely necessary due to interference with the operation of 28 different entities. The paper is an analysis of the methods and economic tools used in the preparation of Impact Assessment. This article includes an analysis of a few selected regulations at an angle of detail, reliability studies and indicate the scale of the problem in all countries, and the costs that must be borne by specific entities in the case of the implementation of the solution.

W artykule zaprezentowane zostanie podejście Unii Europejskiej do regionów oddalonych. Bazą do rozważań nad ewolucją tej polityki będzie podanie defi nicji i krótka charakterystyka tychże regionów (położenie, ludność, poziom rozwoju gospodarczego – dominujące sektory gospodarki oraz bariery rozwoju) oraz zestawienie tych danych z sytuacją na kontynencie. Następnie omówione zostaną podstawy traktatowe, cele oraz wysokość środków fi nansowych przeznaczonych na ich realizację. W ujęciu historycznym zaprezentowana zostanie zmiana podejścia w realizacji polityki regionalnej oraz spójności w tych regionach poprzez analizę aktów prawnych wydawanych przez instytucje Unii Europejskiej.

This article will be presented the European Union’s approach to the outermost regions. The basis to considerations of evolution of this policy is taking the definition and the short characteristic of this regions (location, population, level of economic development). Then discuss the basics Treaty, the objectives and the amount of funds allocated for their implementation. Historically, will be presented change of approach in the implementation of regional policy and cohesion in these regions through the analysis of acts of the institutions of the Union.
