In this article we are going through the history of creation of National Symphony Orchestra of Ukraine. The dates of the totalitarian era and slump period, proposed by musicologists, are analyzed and it is demonstrated that the Orchestra was created be the government of Hetman Skoropadsky in 1918. We reconstruct separate features of the cultural politics of the Ukrainian State (Ukrainska Derzhava); defining the pre-requisites of a separate Symphony Orchestra; characterizing musicians and cultural workers that were involved in creation of the orchestra.
