Авторами предлагается видение белорусского современного конституционализма как временного переходного. Выдвигается точка зрения о наличии конституционного блока в Беларуси, указывается на президенционализм, как ключевое понятие для определения государственно-правового режима в Беларуси, а также на связь этого явления с функционированием судебной власти; выявляются признаки того, что перед лицом экономических трудностей в Беларуси используются различные правовые средства (оригинальные подходы к толкованию текста Конституции) для уменьшения социальных обязательств государства.

The authors propose a vision of the modern Belarusian constitutionalism as a temporary transitional one. They advocate a the idea of a constitutional block in Belarus, indicate presidentionalism as a key concept for the determination of the state legal regime in Belarus, which influences the functioning of the judiciary. The authors reveal the usage of different legal means (original approaches to the interpretation of the Constitution) to reduce the state social obligations.
