Международное сотрудничество в сфере высшего образования рассматри- вается как один и важных факторов человеческого развития, как органическая часть меж- дународных отношений. Международное сотрудничество рассматривается на трех уров- нях: универсальном, региональном и локальном. Проанализированы: 1) роль международ- ного сотрудничества в развитии вузов; 2) качество высшего образования в контексте международного сотрудничества; 3) реализация международных совместных образова- тельных программ; 4) международная мобильность академического и административного персонала.

International cooperation in the field of higher education is one of the major factors of human development, as the part of international relations. International cooperation is considered at three levels: universal, regional and local. Analyzed: 1) role of International cooperation in the higher educational establishment evolution; 2) quality of higher education in the context of International cooperation; 3) implementation of international educational programs ; 4) international mobility of administration and academic staff.

The author of the present paper is a performing musician (a basso profondo singer), who gives 30–40 recitals per year and co-operates with many cultural organizations and institutions (including the ones in Grodno, Kaliningrad, Irkutsk and Novosibirsk). He usually prepares his concerts himself at all stages of organization, from writing projects, developing programs, selecting accompanying musicians and formulating opening words, to being a comp`ere of the whole event. This is done with a special purpose in mind, that is to introduce the audience to the music, culture, literature and history of the home country of the composers or authors of lyrics of particular pieces. Therefore, the carefelly prepared concerts are to serve an educational role (especially as regards young audience) and to fulfill certain pedagogical tasks.
