В данной статье описывается развитие микроустановок в 2005-2019 годах на фоне государственной энергетической политики, в частности, внедрение и последующее изменение специальных инструментов поддержки. На основе опроса, проведенного среди монтажных компаний в 2016 году, были выявлены основные регуляторные барьеры для развития микроустановок, и в этом контексте были описаны изменения, внесенные в национальную энергетическую политику в 2016-2019 годах. Исследование было разделено на введение, заключение и три части, описывающие контекст, используемые методы и результаты исследования. В первой части представлена энергетическая политика Польши в области микроустановок в 2005-2016 гг. с данными, иллюстрирующими развитие микроустановок в этот период. Во второй части представлены методология и результаты опроса монтажных компаний, проведенного в 2016 году, с целью выявления препятствий для развития микроустановок. В третьей части представлено развитие микроустановок в 2017-2019 годах в контексте выявленных барьеров. В заключении подводятся итоги исследования, описываются основные регуляторные проблемы и излагаются потенциальные направления дальнейших исследований рынка микроустановок в Польше.

This paper analyzes the development of micro-installations in 2005-2019 against the background of changes of the national energy policy, in particular of the introduction and subsequent modifications of the dedicated support schemes. Based on a survey conducted among micro-installations installer companies in 2016, when the future of residential micro-installations was still uncertain, the authors identified key regulatory barriers hindering the growth of the rising market and the effect energy policy changes had on those barriers in 2016-2019. The study is divided into introduction, conclusion and three parts describing the research background, methods and results. The first part contains a description of the energy policy regulations relevant to the development of micro-installations in 2005-2016. The second part presents the methodology and the results of the survey. The third part analyzes the development of micro-installations in 2017-2019 within the context of the identified barriers. In the summary, key regulatory challenges were described and scope for further research on the micro-installation market in Poland was set.
