The paper presents a diagnosis of the legal status of advisory units in Poland, such as the Agricultural Advisory Centre in Brwinow and the provincial advisor y centers after nearly four years of operation in the new organizational forms, and made a partial assessment of the effects of the work of advisers in the implementation of the CAP instruments. For this purpose, identified all applicable laws directors of agricultural advisory services, organized a panel discussion with representatives of the Directorate CDR and ODR from across the country and an analysis of questionnaires containing figures on the result of work of advisers in the area covered by the first and second pillar of the CAP. The analysis assessed the effects of positive advisory work and critical conclusions drawn as to the current legal status of ODR, the location of the provincial assemblies and proposed corrective actions and alternatives.

The study presents the role of the Government in the creation of farm advisory policy, with particular emphasis on its importance to the conditions for the implementation of advisory services. On the basis of the documents that summarize the activities of the Working Group of the Agricultural Knowledge and Innovation Systems (CWG AKIS) within the framework of the Standing Committee on Agricultural Research (SCAR), including SWG report AKIS “Knowledge and Innovation Systems of farming to the future – the foresight“, in relation to the consultancy services shows you how to approach implementation consulting services. Attention was also on the synergies between the objectives pursued and the Government policy advisory services with the funds and advisory support interactive model of innovation in agriculture. The proposals should contribute to the construction of efficient farm advisory system, effectively supporting the development of the agro-food sector and rural areas.
