Zgromadzenie Regionów Europejskich jako grupa interesów regionalnych jednostek terytorialnych

The aim of the article is to analyse activities of the Assembly of European Regions (AER) as an international interest group of sub-national territorial units at the regional level in Europe. The article presents the genesis of the Assembly, the evolution of its membership, as well as the tools and the channels of lobbying used. The text positively verifies the hypothesis that expansion of the Assembly on administrative regions from Central and Eastern Europe caused that strong political regions from Western Europe lost theirs interests in participating in AER’s works which, in turn, weakened the AER’s influence in Europe. Celem artykułu jest analiza działalności Zgromadzenia Regionów Europejskich (ZRE) jako międzynarodowej grupy interesów subpaństwowych jednostek terytorialnych szczebla regionalnego w Europie. Artykuł przedstawia genezę Zgromadzenia, ewolucję jego składu członkowskiego, stosowane narzędzia i wykorzystywane kanały lobbingu. W tekście dokonano pozytywnej weryfikacji hipotezy, że rozszerzenie Zgromadzenia o regiony administracyjne z Europy Środkowej i Wschodniej spowodowało osłabienie zainteresowania udziałem w pracach ZRE ze strony silnych regionów politycznych z Europy Zachodniej i w konsekwencji osłabienie jego europejskiej siły oddziaływania.

Artykuł przedstawia genezę Zgromadzenia, ewolucję jego składu członkowskiego, stosowane narzędzia i wykorzystywane kanały lobbingu. W tekście dokonano pozytywnej weryfikacji hipotezy, że rozszerzenie Zgromadzenia o regiony administracyjne z Europy Środkowej i Wschodniej spowodowało osłabienie zainteresowania udziałem w pracach ZRE ze strony silnych regionów politycznych z Europy Zachodniej i w konsekwencji osłabienie jego europejskiej siły oddziaływania.
