The document in publication is a classified report by the special commission appointed in February 1940 by KC KP(b)B following a letter written by a reader addressed to editors of the newspaper 'Prawda' (Truth). The report presents the situation in such areas as: business and fight against profiteering, abuses committed by local officials, housing situation, problems of a large group of refugees in the city.
