The ongoing financial crisis started in 2008 resulting in an increase in the unemployment rate was an impulse for the development in 2010, by the European Commission of the Strategy 2020. One of the aims of the European Commission was to raise the employment rate to 75%. Particular attention should be paid to those who have been unemployed for longer than 12 months (LTU — long-term unemployment). People who have been unemployed for a long time are discouraged, which makes it even harder for them to find a job. This causes the social and economic costs to society. In the struggle against long-term unemployment the Beveridge curve can be helpful, since itallows to diagnose whether the unemployment (LTU) is influenced by the business cycle or is a result of the structural problems on the labour market.

Celem artykułu jest prezentacja wybranych mierników określających stopień niedopasowania kwalifikacji do potrzeb rynku pracy oraz zwrócenie uwagi na makroekonomiczne skutki tego zjawiska w postaci bezrobocia strukturalnego i trudności związanych z obsadzeniem wolnych stanowisk pracy. Wykorzystując krzywą Beveridge’a, badania ManpowerGroup oraz Hays Global Index wykazano, iż niedopasowania na rynku pracy w Polsce powiększają się po 2013 r. i w dużej mierze mają charakter strukturalny, a posiadanie określonego, często wyższego wykształcenia nie oznacza, że pracownicy dysponują umiejętnościami, które są niezbędne na współczesnym rynku pracy.

The aim of the article is to define common forms of mismatches employees qualifications and skills to labour market desires. Beveridge’s studies, ManPowerGroup and Hays Global Index research shows that after year 2013 mismatches on Polish market are growing and has structural character. A good match in terms of educational qualifications does not imply that individuals possess the skills that are required by their jobs, or that skill mismatches will not materialise over time due to insufficient training, skills obsolescence or emerging job requirements.
