Celem opracowania jest analiza i ocena systemu sprawozdawczości samorządowych zakładów budżetowych w świetle aktualnych przepisów prawa. W związku z tak postawionym celem rozważaniu zostały poddane następujące zagadnienia: - identyfikacja samorządowych zakładów budżetowych jako podmiotów finansów publicznych oraz podmiotów rachunkowości, - wskazanie podstawowych założeń systemu sprawozdawczości samorządowych zakładów budżetowych. W opracowaniu wykorzystano następujące metody badawcze: studia literaturowe z zakresu rachunkowości, rachunkowości budżetowej oraz finansów publicznych, analizę aktów prawnych, analizę porównawczo-opisową oraz syntezę.

The article predominantly aims at presenting a sophisticated and complex system of reporting used by local budgetary enterprises and at identifying basic functions of particular tasks undertaken. In the articles author presents: - the local budgetary enterprises as subjects of public finances as well as subjects of accountancy, - the basic foundations of reporting system of local budgetary enterprises. In the article the following research methods were applied: relevant literature studies involving accounting, budget accounting and public finance, analyses of legal acts, comparative and descriptive analyses and syntheses.
