The article examines the development of economic cooperation and partnerships on local markets. It specifically focuses on relations between enterprises and local governments, cooperation among enterprises and cooperation between enterprises and business environment institutions. The analysis also covers various forms of cooperation among municipalities. The analysis is based on the results of a survey carried out by the Institute of the Home Market and Consumption in mid-2005 among 100 municipalities from 11 provinces-classified according to the level of development (five provinces representing highly developed regions and six with a poor level of development), size and economic specialization-and 309 enterprises varying in size and type of activity. The results obtained were confronted with similar surveys carried out by other research centers in Poland. The author concludes that cooperation among entities on local markets is at an inceptive stage in Poland. Particularly weak is the relationship between enterprises and local governments; it shows no signs of permanent cooperation based on confidence, good communication and mutual support, though some positive changes have taken place in this area since Poland’s accession to the European Union. The relationship between enterprises and local governments should improve further with an adequate flow of information about problems encountered by local companies and the support that they expect from local authorities. Inevitably, the author notes, local markets need a business philosophy whereby cooperation would be treated as an important source of value added to stimulate entrepreneurship and the development of the local community.

Otoczenie instytucjonalne stanowi istotny element klimatu inwestycyjnego i determinuje decyzje przedsiębiorców dotyczące zlokalizowania inwestycji w danym regionie. W ramach wsparcia przedsiębiorców w województwie warmińsko-mazurskim został zrealizowany projekt pt. Regionalny System Usług – Sieć InnoWaMa (RSU), którego celem była poprawa konkurencyjności i innowacyjności przedsiębiorstw regionu. Przeprowadzona analiza instytucji członkowskich systemu, zaprezentowana w niniejszym artykule, umożliwiła ocenę realizacji celów projektu oraz utworzonej sieci wsparcia biznesu.

The institutional environment is important element of the investment climate and it determines the entrepreneurs decision about investment localization in a specific region. As a part of support for entrepreneurs in the Warmian-Masurian Voivodeship the project titled „Regional System of Services – InnoWaMa Network” is realized. The main purpose of the project is to increase the level of competitiveness and innovation of the region’s enterprises. The conducted analysis of the membership institutions made it possible to assess the achievement of the project goals as well as the established business support network.

Innowacyjność małych i średnich przedsiębiorstw determinowana jest przez szereg czynników, wśród których istotną grupę stanowią warunki środowiska zewnętrznego. Mogą być one rozpatrywane na różnych poziomach i wykorzystywane poprzez działania o charakterze podmiotowym, relacyjnym oraz reakcyjnym, tworzące kompleks wielowymiarowych interakcji między firmą a jej otoczeniem. Biorąc to pod uwagę jako cel artykułu przyjęto wyznaczenie modelowego zestawu kluczowych czynników potencjału otoczenia, kształtujących w istotny sposób poziom innowacyjności małych i średnich przedsiębiorstw. Realizacji tego celu poświęcono własne badania ankietowe przeprowadzone na losowej próbie 300 firm sektora MSP z województwa łódzkiego.

Innovativeness of small- and medium-sized enterprises is determined by a number of factors, among which an important group are the conditions of their external environment. These can be considered at different levels and used through the activities of a relational, subjective and reaction nature forming a complex of multi-dimensional interactions between a company and its environment. Taking this into account, the aim selected for the article, was to determine a model set of environment potential key factors significantly affecting the level of innovativeness in small- and medium-sized enterprises. In order to achieve this aim, a survey was performed among a random sample of 300 SME sector companies from the lodzkie province.

Start-up enterprises play a vital role in the knowledge economy, commonly acting as links between invention and innovation. Their development depends on an efficient start-up ecosystem including institutional environment. It comprises such classic institutions as business incubators, accelerators, technology parks, centres of technology transfer as well as increasingly popular forms of support like: mentoring, industry meetings, competitions, and hackathons. This paper is intended to analyse and evaluate non-financial support, mainly knowledge and business contacts (networking), in development of start-up enterprises in Poland. (original abstract)

Artykuł stanowi próbę zbliżenia stanowisk dotyczących konceptualizacji pojęć: środowisko pracy a otoczenie przedsiębiorstwa. Próby tej podjęli się pedagog i ekonomista – reprezentanci dyscyplin naukowych pedagogika pracy i ekonomia. Modne dziś określenie „milieu zawodowe” zostanie skonfrontowane z otoczeniem konkurencyjnym i makrootoczeniem, otoczeniem wewnętrznym i zewnętrznym przedsiębiorstwa – organizacji.

The article is an attempt to bring closer opinions on defining such concepts as work environment and company environment. The attempt was made by a pedagogue and an economist who represent such sciences as Job Pedagogy and Economy. The idea of ‘work milieu’, which is popular these days, is contrasted with competitive surrounding and macro environment, with inner and outer environment of a company or organization.
