In the case of Latin America, governments are increasingly aware of the importance of innovation for economic development. Programs supporting innovation and stimulating linkages between business and science are becoming more and more frequent as a permanent feature of economic policy. For such a highly stratified societies, the removal of barriers in the redistribution of wealth and knowledge is a huge challenge, while in the meantime a key condition for starting development mechanisms. Brazil is an interesting example in this field. Social innovation is one of the key elements of governmental innovation policy. Many countries in Latin America are now using CCT programs as a major tool of their social policy since they have been proven to be very effective in helping poor families. The results of these efforts are likely to be visible in the next decade, but even today you may develop a far-reaching optimism in this regard.

Ameryka Łacińska jest na dobrej drodze ku przejściu od systemu utrwalającego istniejące i przekazywane z pokolenia na pokolenie nierówności i przywileje dla wybranych grup społecznych do systemu wspierającego zrównoważony rozwój całego społeczeństwa. To właśnie w Ameryce Łacińskiej powstało wiele nowatorskich programów, których celem jest zmniejszenie nierówności społecznych, przerwanie kręgu biedy i przestępczości, pobudzenie przedsiębiorczości i kreatywności mieszkańców. Pogoń za nowoczesnością i innowacyjnością rozpoczęła się właśnie od zmian społecznych wpływających na zmianę świadomości tak zwykłych obywateli, jak i elit politycznych. Jednym z głównych narzędzi innowacyjności społecznej w Ameryce Łacińskiej są programy pomocy warunkowej (condi- tional cash transfers, CCT). W artykule autorka podjęła próbę ewaluacji tych programów.

Latin America is on its way of transition from the system which strenghtens existing ine- qualities and privileges for selected social groups inherited from generation to generation, into the system supporting sustainable development of the whole society. Currently, the governments of Latin American countries, regardless of their political orientation, are becoming increasingly aware that without social and cultural change, sustainable econo- mic development cannot be ensured. It was in Latin America, a number of innovative programs aimed in reducing social inequalities, breaking the circle of poverty and crime, stimulating entrepreneurship and creativity of people were introduced. The pursuit of modernity and innovation began just from social changes affecting the change of conscio- usness of citizens as well as of political elites. One of the main tools of social innovation in Latin America are Conditional Cash Transfers (CCT). In the article the author attempts to evaluate these programs.
