(Title in Polish - 'Rola programu wspólpracy transgranicznej Polska-Bialorus-Ukraina 2007-2013 w finansowaniu i rozwoju przejsc na granicy polsko-ukrainskiej'). Together with the Polish membership in the European Union, Polish regions situated near the border with Ukraine have obtained the possibility of financial support from the EU funds. Cross-Border Co-operation Programme Poland-Belarus-Ukraine 2007-2013 is one of the instruments which can finance the development of cross-border regions. The article concentrates on the need for developing, building or modernizing frontier posts on the Polish-Ukrainian border, also pointing at the role of Cross-Border Cooperation Programme Poland-Belarus-Ukraine 2007-2013 in financing frontier posts. Subsequently elements of Polish-Ukrainian border infrastructure, frontier traffic, kinds of frontier posts have been analyzed. The social and economic characteristics of the Polish-Ukrainian frontier has been made.

Characteristics of foreign economic relations of the western border regions of Ukraine in the context of its competitiveness after the entry of neighboring countries into EU have been analyzed. The dynamics of investment and economic cooperation of these areas with new EU members has been studied. They are advised to pay more attention to the development of their external economic capacity, including the field of cross-border cooperation.

The article presents an overview of theoretical knowledge on cross-border public services, which represent a specific form of public services dealing with shared issues or development potentials of cross-border regions. In addition to the terminological definition and operationalization of cross-border public services, the article reviews obstacles to their implementation, as well as the good practice examples. Based on the ESPON analysis, it concludes with practical recommendations for regional, national and supranational stakeholders who are capable to facilitate the development of cross-border public services.

The paper discusses the role of Euro-regions in creating the business environment, which determines the business opportunities available to companies. With regard to companies which operate on international markets, or intend to do so, the changing environment refers to home or overseas markets as well as those markets which are formally, to varying degrees, integrated at transnational levels. The possible problems resulting from doing business in a highly diversified environment makes rational entrepreneurs seek expansion methods which minimise the impact of exogenous variables. Risks involved in corporate internationalisation may be mitigated by cross-border business operations. The awareness of such opportunities and the creation of still more favourable conditions for business expansion in Europe’s cross-border regions are given formal expression in the concept of Euro-regions set up by the regional or local communities of neighbouring countries.

The paper deals with the tourist potential of the north-eastern Slovakian region, inhabited by the ethnic minority of Ruthenians-Ukrainians which has not been exploited yet in full. This region on the border with Poland and Ukraine includes 230 cities and villages. The author concentrates in detail on the characteristics of the cultural specifics of the region as well as the mapping of the most popular tourist sites, for example the birth places of the renowned persons, sacral wooden architecture, folklore ensembles, cultural and artistic events of various nationalities, museums, galleries and memorials as well as the natural monuments.

Our research has been based on the analysis of experiences from functioning of the Carpathian Euro-region from the regional and local management point of view. In respective parts of the study we reflect the Euro-region governance, the evolution of its institutional structure, the functioning of the Carpathian Foundation and its relation with the Carpathian Euro-region. The aim of this contribution is also to identify the strengths and weaknesses in order to formulate policy considerations outlining more efficient functioning of the Carpathian Euro-region.

The author is looking for a solution to the permanent pollution of the second largest tributary of the Danube, namely the River Tisza. Every year, the floods bring along more than 100 tons of household waste from Ukraine to Hungary due to the underdeveloped and sometimes missing waste management system. The complexity of the situation necessitates the involvement of experts and actors of different tiers of government and different sectors. The author makes a proposal on the setting up of a three-layered platform following the multi-level governance model of the EU in order to achieve the sustainable development goals on water.

The article deals with cross-border cooperation which has become since the 1990's an indelible element of the regional development of the Czech borderland areas. The paper presents the results of a research focusing on the positions of the Czech inhabitants living on the borderland of the Czech Republic and the cross-border cooperation issues. The research carried out in 2008 by the Public Opinion Research Centre (CVVM) showed that the inhabitants of the Czech Republic perceive the image of the borderland areas not as negatively as can be seen from previous studies on the same topic.

The Eurointegration and the Sustainable Development Goals mark the benefits of peaceful, human rights oriented, balanced and participative cooperation between states, regions, communities, entities and individuals. Cross-border cooperation is contributory in promoting and ensuring both the democratic and the social market economy values. The article features the current policy, legal and economic factoring and actualities of the Ukraine-Slovak cooperation in the light of the Madrid Convention, EU-Ukraine Association Agreement, 2030 UN Agenda for Sustainable Development and other relevant international law instruments.

The paper focuses on the examination of the existing institutional mechanisms, which implies a consideration of the structure and role of institutions and agreements that regulate Slovak-Ukrainian cross-border cooperation and the assessment of the effectiveness of the institutional framework and their impact on the development of cooperation between the regions. Another objective is to study the challenges of identifying key problems and obstacles of an institutional nature that can inhibit the development of cross-border cooperation, and to consider possible ways of overcoming the institutional ones. The research was conducted with the use of the method of analysing the normative-legal basis of bilateral cross-border relations at the national, regional, and local levels. The paper describes the challenges and prospects of cross-border cooperation providing some recommendations on institutional changes for the improvement of cooperation through implementing joint cross-border projects, and at the same time for integrating Ukraine into the EU.

The article is devoted the problems of cross-border economic cooperation with Ukraine in the context of solving problems of regional competitiveness and strengthen economic security. It considers potential of new forms and mechanisms of cross-border economic cooperation to strengthen the economic security of the state, in particular cross-border industrial parks. It indicates the need to address the issue of forming methods of monitoring and forecasting results of cross-border industrial parks and other forms of cross-border cooperation.

Fiction, oral history, and memoirs of the then participants, besides history and its ambitions to approach the historical truth, enable one to return to a relatively distant or near past. Three such publications – by the authors V. Kuštek (2018), M. Greenfield (2019), and E. Adam – I. Jirků (2018) fulfil this role in regards to the past political, cultural, and economic developments of the Eastern Slovakian and Trans-Carpathian regions, including in the context of their present day co-operation. Each of these works portrays life in Trans-Carpathian as well as life in the area of the entire Czechoslovakia, a state which had been formed by the Allied Powers as a result of the Treaty of Versailles after the conclusion of World War I in 1918. The currently developing cross-border cooperation among the regions of Eastern Slovakia and Trans-Carpathian – part of the European Union’s strategy („Europe 2020“) – can benefit from their common historic and cultural heritage; they struggled with the religious and ethnic plurality, their dramatic destinies were characterized by an uncertain statehood (unstable statehood coordinates), by their distrust against the political and religious elites.
