The objective of the article is the presentation of the practical aspect of implementation of one of the new tools of Cohesion Policy 2014–2020, namely Integrated Territorial Investments (ITIs) in functional urban areas (FUAs) in Poland. In the context of general rules of implementation of the instrument resulting from statutory provisions and ministry guidelines, the article presents the practical aspects of that process, including the establishment of an ITI union, the delimitation of the support area, development of the ITI strategy, and thematic and substantive scope of projects designated for financing. Moreover, the paper presents the degree of advancement of the implementation of ITIs as at the end of May 2018. The analyses permitted the identification of areas that will receive the most support and development of a catalogue of predominant investments and their beneficiaries, as well as a level of contracting of dedicated allocation of ITIs in particular FUAs. Finally, the article includes recommendations of what should be changed in the institutional, governance, and strategic programming aspect for the implementation of ITIs in the future perspective to be more effective.

The objective of the article is to present the process of designing and implementing Regional Research and Innovation Strategy for Smart Specialisation (RIS3). The paper is composed of two parts. The first part presents the idea of Smart specialization and its implementation in the current programming period, as well as the legal basis, premises, and assumptions of development of RIS3. In the second part, in the context of endogenic potentials, competitive advantages, and level of competitiveness of the region, the process of development of Regional Innovation Strategy for the Lubelskie Voivodship 2020 is presented in practice from the stage of identification of the areas of regional smart specialization in the entrepreneurial discovery process, through defining goals, priorities, and directions of measures and determination of the implementation assumptions, to the specification of financing sources. In the context of financing, the assumptions of the strategy were confronted with the provisions of the Regional Operational Programme of the Lubelskie Voivodship 2014–2020. This permitted drawing conclusions regarding financing pro-innovation measures on the regional level. In comparison to the assumptions of Regional Innovation Strategy for the Lubelskie Voivodship 2020 a considerable increase of resources in the scope of the Priority Axis 3 aiming at the improvement of competitiveness of SMEs was recorded. The cognitive value of the article is the presentation, in a broader context, of the methodology of development of RIS3 of the Lubelskie Voivodship, and translation of provisions of the strategy into specific measures in the financial sphere.

Artykuł ma na celu przedstawienie procesu projektowania i wdrażania Regionalnej Strategii Innowacji (RIS3). Praca składa się z dwóch części. W pierwszej przedstawiono ideę inteligentnej specjalizacji i jej implementację w ramach polityki spójności 2014–2020, a także ukazano podstawy prawne, przesłanki i założenia tworzenia RIS3. W drugiej części, na tle potencjałów endogenicznych, przewag konkurencyjnych i poziomu innowacyjności regionu, przedstawiono w praktyce proces opracowania Regionalnej Strategii Innowacji Województwa Lubelskiego do roku 2020 (RIS3 WL) od etapu dochodzenia do wyboru regionalnych inteligentnych specjalizacji w procesie przedsiębiorczego odkrywania, poprzez definiowanie celów, priorytetów i kierunków działań oraz określenie założeń implementacji, po wskazanie źródeł finansowania. W kontekście finansowania założenia strategii skonfrontowano z zapisami Regionalnego Programu Operacyjnego Województwa Lubelskiego 2014–2020, co pozwoliło na wyciągnięcie wniosków odnośnie finansowania przedsięwzięć proinnowacyjnych na poziomie regionalnym. W stosunku do założeń RIS3 WL zanotowano znaczące zwiększenie środków w ramach Osi Priorytetowej 3 nastawionej na poprawę konkurencyjności firm sektora MŚP. Wartością poznawczą artykułu jest przedstawienie na szerszym tle metodyki projektowania RIS3 województwa lubelskiego i przełożenia zapisów strategii na konkretne działania w sferze finansowej.

New Tool for Measuring Sustainable Development in Functional Urban Areas

The article discusses the practical aspect of implementation of the idea of sustainable development in the EU Cohesion Policy in the 2014-2020 programming period in Poland. The objective of the study is to determine the relations between the idea of sustainable development and instruments of its implementation, and the identification of the scope of influence of Cohesion Policy tools on sustainable development of functional urban areas (FUA). The paper presents the author’s set of sustainable development indicators (SDI) and relevant analyses of their implementation in the financial and spatial aspect in 26 FUAs. Detailed analyses covered one of the new instruments of territorial development, namely Integrated Territorial Investments (ITI). The paper provides evidence which proves that the dominant sphere in the financial and spatial support is the modernisation of transport and energy engineering infrastructure, with potentially multiple effects, as well as the de­velopment of a structurally diverse labour market. The least support is provided to the strengthening of integrated management. The tested approach is applicable in reference to other functional areas in the EU. It can contribute to the determination of the extent to which the implementation of the Cohesion Policy supports sustainable development of cities and their functional areas. The application of SDI contributed to the understanding of the process in reality.
