If we want to make sure wewill find qualified and effective help in a time of need, it is important to have quality social services which correspond withreal needs of their recipiens. Appropriate instrument for providing quality services are standards of quality of socialservices. Entering the third millenium, Slovakia started to talk about quality of social services, managing the quality and standardization. There have been established new systems of managing the quality in practice. Significant milestone in providing socialsservices in Slovakia is Act No. 448/2008 Coll. on social services. It discusses requirements about the quality, which should be respected by providers of social services about control of the quality about conditions of providing socialservices and about criterias of evaluation. Therefore, the question on the spot is whether standard social services are properly developed by their providers and how their implementation in practice reflects on satisfaction of recipients, namely the quality of their life. Quality of life can be understood as difference between expectations and what one actually accomplishes in life. The small erthedifference, the better the quality of life.

Zagadnienie innowacyjności małych i średnich przedsiębiorstw (MŚP) znajduje się w jednym z głównych obszarów dociekań nauk ekonomicznych. Wśród najważniejszych przyczyn tego stanu wymienia się silne powiązanie innowacyjności z konkurencyjnością gospodarki oraz dużą rolę MSP we współczesnych gospodarkach rynkowych (np. pod względem liczebności czy udziału w tworzeniu PKB). Wciąż aktualnym zagadnieniem jest także to, jak skutecznie stymulować i kreować innowacyjność przedsiębiorstw. Głównym celem artykułu jest próba odpowiedzi na pytanie, jak tworzone w Polsce warunki (w skali makro) wpływają na działalności innowacyjną MŚP. Odpowiedź na nie została udzielona z perspektywy przeprowadzonych w 2015 r. badań polskich MŚP, dotyczących ich aktywności innowacyjnej.

The issue of small and medium-sized enterprises (SMEs) innovation is still an important area of the economic scientific inquiry. Among the main reasons of this situation we can find the strong connection between an innovation and a competitiveness of the economy and the dominant role of SMEs in the modern market economies. The question of how effectively stimulate and create an innovation of the enterprises is still current. The main aim of this article is an attempt to find the answer on a question, how created in Poland conditions (macro) affect on SMEs innovation activity. It was discussed from the perspective of, carried in 2015, innovation activity SMEs empirical research.

Celem artykułu jest analiza zmian warunków prowadzenia działalności gospodarczej w krajach Europy Środkowo-Wschodniej oraz określenie znaczenia tych zmian dla konkurencyjności analizowanych gospodarek. Podstawą do prowadzonych rozważań posłużą dane wtórne pochodzące z raportów Doing Business oraz Global Competitiveness Reports. Okres badawczy obejmuje lata 2006-2016. W analizie danych posłużono się metodami statystycznymi i opisowymi.

The purpose of this article is a comparative analysis of the business environment in the countries of Central and Eastern Europe and to determine the importance of these changes for the competitiveness. For the analysis will be used data from the reports Doing Business and Global Competitiveness Reports. The research covers the period between 2006 and 2016. While analysing the data statistical and descriptive methods have been used.
