The article is devoted to the process of consolidation of the tax, fiscal and customs administration into the National Revenue Administration, starting from the works undertaken in 2007 and ending with the legal acts adopted in this area of 2016. The publication attempts to determine what goals were pursued by the legislators, and more accurately sui generis “Ghostwriters” from the Ministry of Finance, because it was there that the above-mentioned legal texts were drafted, which were then presented as parliamentary bills. For the above research purpose, the author used, as a rule, empirical material from the Minister of Finance, the Head of the National Revenue Administration and his Deputy, and ending with the reports of the Supreme Audit Office and doctrinal views.

Artykuł poświęcony jest procesowi konsolidacji administracji podatkowej, skarbowej i celnej w Krajową Administrację Skarbową, począwszy od prac podjętych w 2007 r., a kończąc na uchwalonych w tym zakresie aktach prawnych z 2016 r. W publikacji podjęto próbę ustalenia, jakie cele przyświecały ustawodawcy, a raczej sui generis „ghostwriterom” z Ministerstwa Finansów, ponieważ tam właśnie powstały projekty wspomnianych tekstów prawnych, które następnie zostały przedstawione jako projekty poselskie. W powyższym celu badawczym autor wykorzystał materiał empiryczny pochodzący od Ministra Finansów, Szefa Krajowej Administracji Skarbowej i jego zastępcy, z raportów Najwyższej Izby Kontroli oraz poglądów doktryny i stanowiska judykatury.
