Niniejszy artykuł przedstawia doświadczenia niemieckie w tworzeniu euroregionów, zwłaszcza tych zlokalizowanych na pograniczu zachodnim. Celem jest wypełnienie luki w analizie euroregionów zlokalizowanych na pograniczach dotąd słabiej opisywanych w literaturze przedmiotu (większość publikacji skupia się na analizie polsko-niemieckich euroregionów). Artykuł charakteryzuje poszczególne euroregiony, ich cele, dokonania oraz wnioski, jakie płyną z tejże współpracy dla polskich euroregionów, zwłaszcza dla władz lokalnych. Punktem wyjścia są zagadnienia dotyczące definiowania kluczowych pojęć użytych w artykule, tj. euroregion, współpraca transgraniczna, oraz idei współpracy przygranicznej w Europie.

This article presents German experience in creating euroregions especially those located on western borderland. The aim is filling the gaps in the analysis of euroregions located on the borderlands that has been hardly described in specialist publications so far (most of the publications focus on the analysis of Polish-German euroregions). The article characterizes individual euroregions, their objectives, achievements and conclusions that result from this cooperation for Polish euroregions and particularly local authorities. The starting point are the issues concerning the defining of the key words used in the article, i.e. euro-region, cross border cooperation and the idea of cross-border cooperation in Europe.

Der Artikel schildert bundesdeutsche Erfahrungen im Bereich der grenzüberschreitenden Zusammenarbeit, die sich in Form des Euroregions etabliert hat. Im Fockus der Autorin stehen die entlang der deutschen Westgrenze liegenden Euroregionen..Somit widmet sich die Studie dem Thema, das in der polnischen Fachliteratur weniger Beachtung findet, weil diese sich überwiegend auf die Problematik der deutsch-polnischen Euroregionen konzentriert. Der Artikel geht von der Definition der Schlüsselbegriffe: des Euroregions, der grenzübergreifenden Zusammenarbeit und der Idee der granznahen Zusammenarbeit im Nachkriegseuropa aus, um später die einzelnen Euroregionen mit deutscher Beteiligung zu charakterisieren, und schließlich die aus dieser bewahrten Form der transeuropäischen Zusammenarbeit gezogenen Schlüsse als Anregungen für die polnischen Euroregionen aufzulisten.

Współpraca przygraniczna może być czynnikiem stymulującym sprawność i skuteczność systemu wsparcia logistycznego akcji ratowniczych w sytuacji katastrof naturalnych. Celem artykułu jest określenie, w jaki sposób istniejące podstawy formalno-oprawne regulują przygraniczną współpracę polsko-niemiecką w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych i czy są one wystarczające wobec obecnych potrzeb. W części teoretycznej, w oparciu o przegląd literatury, przedstawiono poziom rozwoju i kierunki badań dotyczących problematyki przygranicznej współpracy w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych. W części empirycznej poddano analizie dokumenty stanowiące ramy formalno-prawne dla przygranicznej współpracy polsko-niemieckiej w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych. Na podstawie analizy materiału empirycznego określono, w jaki sposób jest uregulowana przygraniczna współpraca polsko-niemiecka w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych, jakie działania mieszczą się w pojęciu wsparcia logistycznego oraz jakie są określone narzędzia. Na podstawie odpowiedzi na wymienione pytania przedstawiono rekomendacje w zakresie możliwości i potrzeb uzupełnienia wspomnianych luk formalno-prawnych.

Cross-border cooperation can be a factor in stimulating the efficiency and effectiveness of the logistical support system for rescue operations in case of natural disasters. The aim of the article is to determine how existing formal and legal basics are regulating Polish-German cross-border cooperation in the field of logistic support for rescue operations in natural disasters and whether they are adequate to the current needs. In the theoretical part, based on a review of literature, has been presented a level of development and research directions regarding to cross-border cooperation in the field of logistic support for rescue operations in natural disasters. In the empirical part was analysed the documents constituting the formal and legal framework for Polish-German cross-border cooperation in the field of logistic support for rescue operations in natural disasters. Based on the analysis of empirical material was determined, how Polish-German cross-border cooperation is regulated in the field of logistic support for rescue operations in natural disasters, what activities are included in the concept of logistics support, and what are the specific tools. It has been presented recommendations based on the answers to these questions.

Euroregion to forma współpracy transgranicznej pomiędzy regionami państw członkowskich Unii Europejskiej, państw kandydujących oraz ich sąsiadów. Na terytorium Polski współpracę transgraniczną podjęto w ramach 16 euroregionów. W obrębie województwa śląskiego funkcjonują trzy: Euroregion Silesia, Euroregion Śląsk Cieszyński oraz Euroregion Beskidy. W artykule analizie zostały poddane działania bibliotek publicznych z gmin przynależących do poszczególnych euroregionów w województwie śląskim. Przedstawione zostały projekty kulturalne i edukacyjne podejmowane przez biblitoteki w ramach współpracy euroregionalnej.

A Euroregion is a form of cross-border cooperation between the regions of the EU Member States, candidate countries and their neighbours. On the Polish territory, cross-border cooperation has been taken within sixteen Euroregions. In the Silesia province there are three: Euroregion Silesia, Cieszyn Silesia Euroregion and Beskidy Euroregion. The article presents the analysis of the activities of public libraries in municipalities belonging to the different Euroregions in Silesia. Cultural and educational projects undertaken by the libriaries under the euroregional cooperation programme are discussed.

Research objective: The aim of the paper is to identify the economic, political, and social problems surrounding the issue of the British–EU border, taking as theoretical background the concepts and measures of International economics. The research problem and method: The research problem undertaken is the problem of borders within the context of disintegration. The research methods used were the analytical-descriptive method, comparative method, and case study. The process of argumentation: Currently, in the European Union we observe two parallel processes; on one hand the process of enlargement by accepting new members, on the other the process of its disintegration, which is exemplified in the United Kingdom exit. Although in the light of current political turmoil it cannot be ruled out that another EU member will leave the EU, e.g. Italy, long-term integration tendencies seem to be more permanent than disintegrative ones. Research results: With regard to the causes and causative forces of both these opposing processes, one may risk the assertion that while the underlying economic processes are based more on economic reasons, in the case of disintegration the political motives prevail. Both historical disintegration experiments as well as those concerning Brexit, which the political motives (referendum) decided unambiguously, lead to such conclusions. Conclusions, innovations, and recommendations: The border issue requires an interdisciplinary approach, which in the economic aspect is placed within the framework of international economics, particularly the theory of integration and trade policy. It also requires analysis in the light of regional policy, especially if cross-border economic cooperation is analyzed.

CEL NAUKOWY: Celem artykułu jest identyfikacja ekonomicznych, politycznych oraz społecznych problemów związanych z granicą brytyjsko‑unijną, ze szczególnym uwzględnieniem granicy wewnątrzirlandzkiej. PROBLEM I METODY BADAWCZE: Przedmiotem niniejszego tekstu jest zagadnienie granicy rozpatrywane w kontekście dezintegracji na przykładzie brexitu. Zastosowano głównie metodę analityczno‑opisową oraz porównawczą, a także studium przypadku. PROCES WYWODU: W artykule przedstawiono zagadnienie granicy w świetle teorii ekonomii międzynarodowej, następnie scharakteryzowano specyfikę granicy brytyjsko‑unijnej ze szczególnym uwzględnieniem granicy z Irlandią Północną, a następnie opisano brytyjsko‑irlandzką transgraniczną współpracę gospodarczą w kontekście jej uwarunkowań historycznych. WYNIKI ANALIZY NAUKOWEJ: Autor odpowiada na pytanie, jaką funkcję ekonomiczną w świetle teorii pełni granica międzypaństwowa w procesie dezintegracji gospodarczej, mając na uwadze jej rolę w procesie integracji, a szerzej patrząc w międzynarodowych stosunkach gospodarczych. WNIOSKI, INNOWACJE, REKOMENDACJE: W międzynarodowych stosunkach gospodarczych granice międzypaństwowe odgrywają bardzo ważną rolę, ponieważ współokreślają instytucjonalne warunki internacjonalizacji gospodarek narodowych oraz funkcjonujących w nich przedsiębiorstw, a także determinują rozwój społeczeństw po obu stronach granicy.
