Central and district administrative offices of the General Government were staffed and controlled by Germans, however Poles were placed in many less important positions, such as management of municipalities or municipal enterprises. Polish law was to remain in place unless it diverged from the taking over of the administration by the German Reich. The article uses archival materials. The issues connected with the functioning of municipalities in the Lublin district of the General Government in the 1939–1944 were discussed in specific examples. The author of the article shows the method of nomination and layoff village heads. In addition, the article shows the activity of village heads in the matters that were imposed by the German authorities during the occupation, in particular the collection of quotas and the recruitment of labour to work in the Third Reich.

Centralne i powiatowe organy administracji Generalnego Gubernatorstwa były obsadzone i kontrolowane przez Niemców, jednak mniej ważne stanowiska, takie jak kierownictwo gmin lub przedsiębiorstw komunalnych, zajmowali Polacy. Polskie prawo miało pozostać w mocy, o ile nie było sprzeczne z przejęciem administracji przez Rzeszę Niemiecką. W artykule wykorzystane zostały źródła archiwalne. Kwestie związane z funkcjonowaniem urzędów gmin wiejskich w dystrykcie lubelskim Generalnego Gubernatorstwa w latach 1939–1944 omówiono na przykładzie konkretnych gmin. Autor pokazuje sposób mianowania i zwalniania wójtów z zajmowanych stanowisk, a także działalność urzędów gminnych w zakresie spraw, które zostały narzucone przez władze niemieckie podczas okupacji – w szczególności ściągania kontyngentów i werbunku sił roboczych do pracy w III Rzeszy.

The article is an attempt at determining the actual casualties of the Ukrainian population in the occupational Lublin District between 1939 and 1944. As a result of the research to date, which is still continued, the search reached for previously unused sources, e.g. archival materials dating from the war, memoirs or press. As a result, the data concerning Ukrainian population: the number of killed, wounded and arrested divided according to specific poviats, years and months as well as perpetrators, has been made more precise. The results thus obtained contradict the thesis about mass murders in the Lublin region in 1942, which supposedly preceded the purge against the Polish that the OUN-B initiated in Volhynia in 1943, which is a statement popular in Ukrainian historiography. On the other hand, the data prove that the operations carried out by the Polish underground in the spring of 1944 (the so-called Hrubieszów Revolution) were much more brutal and led to many more casualties among the civilian population than the Polish historiography had previously stated.
