The paper aims to identify the main trends and recommendations for the development of merchandise trade in the Eurasian Economic Union (EAEU) integrating environment through the analysis of its mutual and foreign (internal and external) merchandise trade. The study is based on the official statistical data for 2014–2018 and economic comparisons and systematisation (including geographical systematisation). The results show that the intensification of mutual and foreign trade in the EAEU is possible by stimulating consumer and industrial demand, enhancing exports of high tech products and diversifying exports, and strengthening the cooperation within the EAEU and with other countries and integration associations.

The paper contains a deep analysis of exports of Belarus and defines the proposals for its development. Economic comparisons and systematisation, which is based on the official statistical data for 2012–2018, are used in the study. It is concluded that Belarus exports have a poor diversification; export development is largely determined by Eurasian Economic Union (EAEU) integrating processes; export support of innovative goods and evolution of a single service market through the enhanced cooperation are possible. A generalised model for the export development of innovative goods and services of the EAEU member states on a cooperative basis is proposed.

Artykuł analizuje działania, cele i problemy SOW od momentu powstania, aby zrozumieć, co jest główną przyczyną jej stworzenia i istnienia. Jakie są jej osiągnięcia i jakie korzyści mają poszczególne państwa członkowskie? Czy jest to korzystne dla wszystkich członków? Postawiono hipotezę, że SOW służy tylko jego dużym członkom i ma być narzędziem Chin do wejścia do Azji Środkowej bez drażnienia Rosji. W artykule przeanalizowano działania SOW w ramach istniejących teorii SM, aby odpowiedzieć na powyższe pytania. Głównym celem powstania SOW była próba przejęcia kontroli przez mocarstwa regionu Azji Centralnej. SOW zmaga się z problemem braku zaufania między jej członkami. SOW jest bardzo ważnym instrumentem gwarantującym chińsko-rosyjskie partnerstwo. Gwarantuje również, że Chiny nigdy nie zdominują Azji Centralnej, ze względu na wiele porozumień podpisanych w ramach organizacji. Po ponad dwudziestu latach historii i istnienia SOW może stać się prawdziwą siłą na arenie międzynarodowej. Zamiarem SOW jest stać się światową siłą i stworzyć bardziej sprawiedliwy porządek międzynarodowy. SOW ma potencjał gospodarczy i wolę polityczną żeby to uczynić.

The main goal of this paper is an analysis of activities, purposes, problems of the (SCO) since its inception in order to understand what is the main reason behind its creation and existence? What are its achievements and what benefits have got each member state? Is it beneficial to all members? The hypothesis is that SCO serves only its big members, it was intended to be a China’s tool to enter Central Asia without vexing Russia. The article analyzes the activities of the SCO with the existing theories in IR in order to answer these questions. The main objective of the SCO was an attempt by the powers of the Central Asia to control the region. The SCO faces problems of distrust between its members. It is a very important instrument of guaranteeing Sino-Central Asian partnership. It is also a guarantee that China will never dominate Central Asia due to many signed agreements within the organization. With more than twenty years of history and existence, the SCO may become a real force on the international arena. The SCO’s intention is to become a world power and to construct a fairer international order. The SCO has the economic potential and political will to do it.

Formy integracji europejskiej i euroazjatyckiej są naprawdę wyjątkowe, łącznie z uprawnieniami ustawodawczymi, wykonawczymi i sądowniczymi na poziomie ponadnarodowym. Analiza porównawcza zastosowana w niniejszym artykule miała na celu ocenę integracji Eurazjatyckiej Unii Gospodarczej (EAEU) w porównaniu z Unią Europejską (UE). W artykule przedstawiono niektóre wspólne cechy procesów integracji europejskiej i euroazjatyckiej, a także odnotowano kilkа różnic, które mogą wynikać z przyczyn integracji. Autorzy przeanalizowali, ustrukturyzowali i ocenili cechy UE i EAEU, stosując podejście interdyscyplinarne i analizę porównawczą czynników PESTEL. Konkluzja jest taka, że chociaż EAEU skopiowała niektóre mechanizmy operacyjne UE, są widoczne różnice w formach integracji. Autorzy uważają za szczególnie interesujący fakt, że przy podobnych rozwiązaniach instytucjonalnych istnieją historyczne korzenie integracji w UE i polityczne powody wzmocnienia EAEU. Intrygujący jest cel integracji polegający na określeniu siebie jako globalnych aktorów w zglobalizowanym środowisku. Autorzy doszli do wniosku, że UE może stanowić przykład godny naśladowania dla EAEU w wielu aspektach.

The European and Eurasian integration forms are genuinely unique, with legislative, executive, and judicial powers at the supranational level. The comparative analysis used in this article was aimed at evaluating the Eurasian Economic Union’s (EAEU) integration in comparison with the European Union’s (EU). The article presents some common characteristics of the European and Eurasian integration processes, as well as several differences that may arise from the reasons for integration. The authors analysed, structured, and evaluated the features of the EU and EAEU by applying the interdisciplinary and comparative approach of the PESTEL factors analysis. The conclusion is that even though the EAEU has copied some EU operational mechanisms, the integration’s differences might always be tangible. The authors found particularly interesting how the historical roots of EU integration and the political reasons for enhancing the EAEU exist with similar institutional solutions. The integration’s aim in defining themselves as global actors in the globalised environment is very intriguing. It can be concluded that the EU might serve as an example worth following to the EAEU in many senses

W tym artykule użyto przykładu Republicki Kirgiskiej dla analizy dwóch konkurencyjnych perspektyw na rolę Euroazjatyckiej Unii Gospodarczej (EUG). Perspektywa realistów utrzymuje, że EUG jest narzędziem rosyjskiej hegemonii w regionie i jest raczej narzędziem politycznym niż gospodarczym, stworzonym, aby służyć rosyjskim interesom narodowym kosztem pozostałych członków EUG. Perspektywa instytucjonalizmu liberalnego, ukazuje sprawę odwrotnie, postrzega EUG jako regionalną organizację integracji gospodarczej, która jest korzystna dla wszystkich członków. Analizując przypadek kirgiski, jasne staje się, że jest zbyt wcześnie, żeby określić, która z dwóch wymienionych perspektyw jest prawidłowa, jako że dane wskazują obecnie na prawidłowość tych dwóch podejść.

This paper uses the case of Kyrgyz Republic to analyze two competing views concerning the role of the Eurasian Economic Union (EAEU). The realist view claims that the EAEU is a tool of Russian hegemonic power over its region of infl uence and interprets is as a primarily political rather than economic organization designed to serve Russia’s national interests at the expense of those of other members. The liberal institutionalist view, on the other hand, sees the EAEU as a new regional organization of economic integration that is benefi cial for all members. Analyzing the case of the participation of the Kyrgyz Republic in this union makes it clear that it is still too early to determine which perspective is correct as there is evidence in support of both.
