The paper deals with the analysis of current ecological sea use legislation in Ukraine and Russia. It is determined resource and ecological constrains of Azov region considering efficient organization of resource using and environmental safety. It is revealed the definition of ecological codification as mean to improve ecological efficiency.

The paper analyses the main directions for “green” economy and sustainable development, with special attention being paid to energy efficiency, wind energy, eco-tourism, and the formation of regional recreational facilities. The paper studies the socio-economic problems of sustainable development strategies implementation by enterprises caused by an increased anthropogenic impact on the environment. It highlights the environmental problems, such as water, air and land pollution caused by urbanization, industries, agricultural runoff and improper agricultural practices. It also suggests the directions for successful realization of sustainable development among which recycling, waste management, eco-efficiency increase.

In this paper author looks at economic system as a part (subsystem) of ecosystem. The nearer the subsystem approaches the total system in scale, the more it must become like the total system in its basic characteristics – finitude, nongrowth, material closure, and reliance on the flow of sunlight as its main energy source. The path of progress for the economy must shift from quantitative growth to qualitative development. It must enter a phase of sustainable development – qualitative improvement without quantitative expansion – a steady-state economy.

Many people have enquired, since environmental problems came to the fore, why economics does not deal with estimation of the optimal scale of the economy, though the limits to the Earth's material resources mean the size of its economy cannot increase indefinitely. The ecological school of economics have sought a requisite scientific basis for such measurement in the second law of thermodynamics (the entropy law). The study concludes first that economics takes cognizance of many scientific constraints during its investigations - though these conclusions are not emphatic - and secondly that the desirable aggregate measures of economic activity (if there should exist such an optimum, which is not dealt with here) can certainly not be proved through the second law of thermodynamics

Strongly different approaches to sustainability appear side by side in economics. The differences, the study argues, are not worth examining in terms of strong and weak dimensions of sustainability, as often occurs in professional debate. The distinction has much more to do with two clear schools of thought on the relation between nature and the economy - neo-classical environmental economics resting on welfare foundations, and ecological economics - though the dividing line is not always a sharp one. It is concluded that ecological economics makes cogent criticisms of the sustainability-related views and methods of environmental economics, often offering methodologically clear solutions as an alternative to these.

The history of sustainable development problem appearance was generalized, and it was bounded the notions of sustainable and stable development. The usage of the notion sustainability was investigated in the Ukrainian and foreign economic theories as the independent part of sustainable development. The notion “sustainability economics” was formulated. It was observed such main topics of sustainability economics investigation, like theoretical principles, normative bases, goals, subject, and ontology. The possible connection between normative sustainability and positivist economy was investigated as the right of sustainability economics existence. Sustainability economics was shown in the environmental approach. It was observed the beginning of usage of Ukrainian equivalent of “sustainability”. The connection between sustainability economics, ecological economics, resource economics and environmental economics was drawn. The perspective way of development of investigations of sustainability economics was observed in order to use in practical life new implementations of modern economic theory.
