Efficient consumption of energy resources is included in the national priorities of the state as an important factor of Ukraine's energy security. Together with the transport infrastructure and housing and communal services, industrial enterprises consume a significant portion of national energy resources. Managing the efficiency of energy resource consumption insures cost reduction as well as enhances market competitiveness of both domestic enterprises and their products. Systems approach application to enterprise energy efficiency management implies energy efficiency management system formation, which backbone factor is the principle of functional completeness. Efficiency of energy resources consumption depends on the efficiency of energy usage, as well as the level of energy losses on every stage of production process on the enterprise. The expediency of managing energy flows on the enterprise in accordance with the stages of the production process, such as pre-production, production, production maintenance, production assurance and sales of finished product, is grounded in the article. Specific functions system of an enterprise energy management, which is resulted by the study, is an integral part of the enterprise’s management system and forms methodological basis for the further studies, which might include substantiation of the energy efficiency indicators of the enterprise.

There is substantiated the economic and ecological expediency of energy efficiency increment of the economy of Ukraine. There are analyzed the problems and identified reserves of energy saving in various sectors of national economy. There are supposed the directions of increasing of the alternative sources share in the energy balance of Ukraine.

In the article there are proposed scientific approaches to development of resource-effective strategies at microlevel under the transition of national economies to innovative development. The essence of resource saving strategy for the enterprise is defined such as a system of long-term goals of resource saving activity of business entity, formed by the overall objectives of its development, as well as selection of the most effective ways to achieve them. Taking into account innovation factors, there are developed principles of building resource-efficient strategy at microlevel, which include principles of environmentalism, compliance, entrepreneurial and communication skills, flexibility and alternative, innovation. Based on the analysis of possible restrictions and reserves of the enterprise development there are formed components of resource-efficient strategy and defined main policy measures for resource saving strategy development, in particular, implementation of technical regulations of resource use, renovation and modernization of fixed assets, mandatory certification of energy-consuming equipment, disposal of primary production wastes, use of alternative energy, etc.

In this article we would like to discuss whether economics and ecology, two seemingly conflicting “eco” sciences confront or reinforce each other? First, we will try to define major environmental problems, solutions and risks. Major issues in environmental risk management – methodologies are employed by modern companies to enhance their business and make optimized decisions (environmental disasters, eco-efficiency, environmental impact of technologies and products); green advertising (past, now, future); energy production and consumption issues (optimizing energy production and energy efficiency).

Energy efficiency is the main direction of energy policy in many countries of the world. It is due to the exhaustible of non-renewable fuel and energy resources, the lack of real alternatives to replace them. In Ukraine energy efficiency is an important element of state policy, a priority of national economic development. In the article the institutional support of energy efficiency of the national economy is examined. The main mechanisms for implementation of energy efficiency in modern conditions are defined. Implementation of energy efficiency mechanisms of the national economy is carried out by introducing of standardization, certification, labelling, regulation, public control and energy audit. Expediency of use of public-private partnership’s mechanism in the field of energy efficiency is motivated, which will permit to overcome the problem of deficit of financial ensuring of energy efficiency measures, will improve management efficiency, inculcation of innovative solutions, technology transfer, distribution business and investment risk between partners.

The main problems that constrain the development of energy saving in Ukraine are explored in the article. The factors which impede the proceeding of programs in energy saving efficiency and conservation were identified, such as: low motivation, lack of information, lack of experience in project financing, low level of organization and coordination of the energy efficiency improving projects. The paper analyzes the international experience of developed countries in the management of energy saving (for example, Germany and Japan). The events that contributed to the successful implementation of energy efficiency programs in these countries were analyzed. The conclusions on the necessity of borrowing of foreign experience and the impossibility of simultaneous solution of environmental problems with rational use of resources are justified in the article. Among the measures that have a significant impact on the energy efficiency of the Ukrainian economy author selected: a large-scale implementation and maintenance of accounting devices of energy resources; modernization heat supply systems of buildings; using of solid fuel, liquefied gas and alternative energy sources; promotion of energy intensive businesses to conserve energy by providing tax incentives.

SLOVAKIA’S APPROACH TOWARDS THE ENERGY UNION

This article aims to identify Slovakia’s approach towards the Energy Union initiative launched by the European Commission in February 2015. It maps expectations voiced in Slovakia regarding how the Energy Union could be or could not be instrumental in addressing main energy challenges for Slovakia as they are identified by the Slovak government and energy community. In addition, this article summarizes main positions of Slovakia on the most important segments of the Energy Union proposal as they are viewed from a Slovak perspective, including planned measures in strengthening energy security, developing single energy market and reviewing regulatory policy, improving energy efficiency and meeting the EU goals in climate policy. The research findings presented in this article are based on analytical review of respective discourse in Slovakia, including governmental documents in the field of energy and foreign policy.

The paper studied the nature of the key threats to Ukraine's energy security, defined relevant risk factors of the energy of conflict. The influence of key actors of the Ukrainian energy market and the potential challenges in the formation of national energy security are analyzed. The set of activities whose implementation will significantly improve the country's energy security and reduce the volatility of the national economy on external factors and the behavior of actors in the market complex geopolitical and economic conditions are proposed.
