Socio-economic development of Ukraine depends on the rational use of available natural resources, in particular, on the state of energy efficiency. The article analyses the current state of energy-saving technologies in Ukraine, and explores the current system of regulation in this area. It is revealed the need to develop a mechanism for cooperation between the state, private business, and the public on the terms of coordination of interests of all the parties in the implementation of energy efficiency programs. The importance of taking into account the regional features, that permit the use of resources most efficiently, is shown. It is proved that the calculation of the economic efficiency of energy-saving technologies should be based on the principles of investment analysis, taking into account changes in the value of money in time. The promising areas that provide both the improvement of financial performance and the creation of conditions for further sustainable development are revealed, provided the improvements of used technologies, and the coordination of participants in the energy saving.

Article is devoted to scientific and practical analysis of the effectiveness of certain energy use for domestic householders – heating of private houses (apartments). According to current research, much of the most economically costly fuel – natural gas is consumed by the people (mainly for heating), at the same time the lowest savings in natural gas consumption in Ukraine was also observed among the private householders. Considered and calculated the costs of the application for heating: natural gas, electricity, firewood, pellets and heat pump. To compare different fuels the results converted to kWh • hour of energy required for heating. Calculated cost of heating the house (apartment) by different types of fuel, ranked costs for various types of heating private house (apartment) to the area of Sumy region.

There is substantiated the economic and ecological expediency of energy efficiency increment of the economy of Ukraine. There are analyzed the problems and identified reserves of energy saving in various sectors of national economy. There are supposed the directions of increasing of the alternative sources share in the energy balance of Ukraine.

The necessity of marketing approaches' using to stimulate the introduction of innovative energy saving technologies in housing and communal services of Ukraine, in particular, in heat supply sphere is proved. Targets and stages of reduction of power resources consumption by municipal sector are defined. The basic energy saving directions and corresponding actions of local authorities for formation of demand and advancement of innovative energy saving products for sphere of a heat supply for example of Sumy city are generated.

The gradual integration of Ukraine into the world trade relations leads to the opening of the free access of goods of foreign production to domestic markets, which puts on the brink of bankruptcy domestic enterprises through their energy-intensive production cycles and high cost of energy resources in the domestic market. The article analyzes the impact of poor quality of energy resources on the financial condition of industrial enterprises. Analysis of main quality parameters of the energy resources used in the production cycle, revealed a significant effect of these parameters on energy consumption, performance and dynamics of machinery depreciation. The program of measures to improve the quality of energy is proposed, which involves the set of steps that are designed to optimize energy supplies system and the system of consumption, namely: internal energy audit, analyze and optimize supply contracts, monitoring of contracts in the field of qualities, planning and implementation of measures to improve the quality of energy resources.
