European Union's External Neighbourhood Policy

The process of unification of the twenty-five EU countries presents many internal difficulties that stem, in the first place, from large spans between the levels of economic advancement of the individual member countries, but also from certain cultural and civilization differences, as well as from some relics of historical antagonisms. However, the internal integration is not tantamount to a policy of isolation of the integrated group from closer contacts with its external surroundings. The European Union is more and more decisively tending towards constructive rapprochement with its eastern and southern (Mediterranean) neighbours, in the belief that an extensive economic and cultural cooperation will promote political stabilization and general development and help the Union's neighbours with attaining higher stages of advancement. At the same time, the Union itself will gain greater security and additional economic advantage. Apart from its relations with neighbours, the Union continues to attach importance to tightening the relations with a number of other countries that, though spatially more remote, are in many respects closely connected with the Union. This in particular regards the 70 associated African, Caribbean, Pacific and Mercosur Group countries.

The article elaborates on conditions for SMEs in the EU and Poland as far as integrated EU business environment is concerned. It also focuses on the important role of the EU policy and integrated business environment on the cooperation strategies among SMEs. Although it was not the intention of the EU, the integration process favours Large-sized Enterprises in the run for market success. Yet, it does not mean that SMEs are on the lost position. Owing to the EU integration, value creation processes take place within transnational or interregional networks of suppliers, customers, competitors. Nowadays, more and more products offered on the worldwide market are becoming effects of complex systems. The analysis of detailed effects of that influence should be the subject of further research.

In the present article, the author analyzes the position of the West Balkans in the European Union policy, wondering about the directions of its development, and presenting and analyzing the methods of its implementation as well as the planned and achieved objectives. At the same time he attempts to present attitudes of individual countries' societies of the region towards the European Union, highlighting the specific aspect of development of functional regional co-operation.

The article presents the evolution of process of institutionalization of European ageing policy. This process was divided into three parts: 1) problem recognition and diagnosis of its consequences, 2) framework creation, 3) implementation and development of actions. Based on EU documents we display conception and paradigms of that policy, its methods, techniques and objectives.
