The article analyzes the most important documents prepared by the Council of Europe, the European Commission and experts of EU institutions, which relate to the directions of the present research strategy of the European Union. It describes the principal factors that determine the implementation of the EU policy of support for research and technological development efforts against the background of existing and developing systems of assistance to science and research work. The article presents the aims of the organization of the European Research Area as well as the conditions of the utilization of the triangle of knowledge for the purpose of civilization and economic advancement of the EU countries. It also provides essential information on the conditions of implementation of the European Union's Seventh Framework Programme, with special emphasis on its utilization for the purpose of stimulating research and technological progress in the food and agricultural sector. The authors of the article also discuss the state of the execution of the EU countries' obligations in respect of the allocation of funds for research and development from state budgets and from non-budget sources.

Academic Mobility in an Emerging European Research Area: Perception and Realization of its Instruments among PhD Candidates

This paper considers perception and realization of EU-offered instruments and frameworks from the perspective of intra-EU mobile PhD candidates. In the context of current discussions about European Union research policies and their development, this paper shows who, how and under what circumstances doctoral candidates are participating and evaluating programs designed to encourage mobility and ‘excellence’. The basis for this research is 38 interviews with mobile PhDs candidates. It is shown that general knowledge about these programs is limited but positive, as the programs are known for their prestige. Universities and colleagues are the main distributors of information. Th e majority of our sample are not taking part in such programs and have no concrete plans to do so. This may be connected to their status as early-career scientists and their uncertain future.

This paper presents an initiative in the European Research Area in jointly programming and realising research in cultural heritage within Horizon 2020. The Slovak research team participating in this activity is composed of ethnologists, cultural and social anthropologists with an affiliation to the intangible cultural heritage. Naturally the scientific questions of this team towards living culture and cooperation in Europe are attentively perceived. A survey of defining research priorities is actually one of the unique findings about the state of cultural heritage research, phenomena, context and research needs. This text includes methods of survey, results of intangible heritage, comparison with the Slovak situation in traditional culture and what is rare – some assumption and assessment to develop intangible heritage in Europe.
