W latach 2014-2015 Ukraina stanęła przed koniecznością przeprowadzenia głębokich reform gospodarczych według scenariusza Międzynarodowego Funduszu Walutowego. Można się spodziewać, że część z nich doprowadzi do redukcji zatrudnienia i zmiany jego struktury. Ukraina jak dotąd dysponuje dobrze funkcjonującym systemem ubezpieczeń na wypadek bezrobocia. Do tej pory bezrobocie kształtowało się jednak na niskim poziomie. W naturalny sposób rodzą się pytania, czy ten system sprawdzi się w warunkach prognozowanego wzrostu bezrobocia, a także, jakie zmiany w nim należałoby rozważyć. Jest to kwestia istotna ze względu na społeczne skutki planowanych reform oraz możliwość uzyskania społecznej akceptacji dla ich kontynuacji.

In 2014 and 2015 Ukraine was required to implement thorough economic reforms, according to the scenario by International Monetary Fund. One could expect that some of them will lead to decrease in employment and change its structure. Ukraine has had a thriving employment insurance system. However, the employment rates used to be rather low. A natural question is, will this system withstand in highly probable conditions of growing unemployment and what kind of improvement changes should be regarded in this extent. It seems to be an important issue as the reforms are going to affect social conditions and their outcome may rely on general social acceptance.

In this short contribution author describes a fundamental assumptions, rules and structure of Washington Consensus strategies, its implementation failures and the reasons. The text comprises the Washington Consensus evolution and adaption to the rapidly changing socio-economic environment. Next, there is presentation of the empirical research results of the relation between economic growth and the main rules of Washington Consensus and the indication of their further more rationale changes in the context of globalization and growing uncertainty of economic governance.

Przemiany systemów gospodarczych w perspektywie rynku pracy – przypadek Niemiec i Szwecji

Cel opracowania stanowi porównanie doświadczeń Niemiec i Szwecji w reformowaniu swoich systemów gospodarczych w odpowiedzi na stagnację gospodarczą lat 70. i 80. XX wieku. W obu krajach sfera rynku pracy odegrała kluczową rolę, choć przemiany miały odmienny charakter: w Niemczech podjęto trud przeprowadzenia głębokich reform pod hasłem zachowania modelu, a w Szwecji dążono do przywrócenia rozwiązań sprawdzonych w przeszłości. Z analizy płyną wnioski, że systemy gospodarcze oparte na kooperacji partnerów społecznych i ekonomicznych wykazują zdolność adaptacyjną oraz wciąż stanowią funkcjonalną alternatywę dla neoliberalnej koncepcji systemowej, opartej na rywalizacji aktorów i arbitralnie założonej wyższości potrzeb gospodarki nad potrzebami społecznymi.

The purpose of this short study is to compare German and Swedish experiences with regard to the reforms implemented as a response to economic stagnation in 1970s and 1980s. Special attention is paid to the labour markets which played key role in the reforms, albeit differentiated in their nature. The main difference between the two cases is that the reforms in Germany were introduced in order to preserve the principles of social market economy, whereas in Sweden changes were supposed to restore the systemic solutions well-tried in the past. The conclusions of the paper suggest that economic systems based on the cooperation of social and economic parties do possess the capability to adjust to the changing economic environment and that they still represent a viable alternative to neoliberal concepts based on the rivalry of actors and the primacy of economic demands over social ones.
