In the article attitude of certain self-government bodies in Poland regarding the use of geothermal energy was discussed. In the synthetic way some development barriers of geothermal energy in Poland were described and factors which have a bearing on making a decision to build the geothermal objects were characterized. An issue of the economic profitability, as well as importance of geothermal energy for the development of a city were also emphasized. Using the example of geothermal energy effects made in the small town of Uniejów, the author in the synoptic presentation described predicted benefits to the development of Zduńska Wola town.(original abstract)

Energy and its consumption effects still remain a strategic factor in pursuing sustainable development objectives. In addition to the noticeable advantages connected with the development and upgrading of various products, energy consumption, through generating harmful gas emissions, also causes climate changes and acid rain as well as quality deterioration in health foods. This is the reason why the role of the process energy consumption (energy efficiency), translating into the product quality, is becoming really crucial. In Poland, GDP primal energy consumption is 2.7 higher than the EU-27 average and 3.2 times higher than the EU-15 average. Poland and most of the countries will not solve their problems connected with the improvement in life quality or the impact of the power industry on the environment without an increase in economic energy efficiency. However, an upturn in energy efficiency (energysaving) should not lead to a decrease in product quality. The objective of this paper is to present energy and the effects of its consumption as the strategic factors in pursuing sustainable development goals. (original abstract)

Unia Europejska kładzie olbrzymi nacisk na ochronę środowiska. Priorytetem w tym zakresie jest ograniczenie emisji gazów cieplarnianych, co ma bezpośrednie przełożenie na zmiany klimatu. W artykule zbadano istotność wpływu zmian udziału energii pozyskiwanej ze źródeł odnawialnych oraz energochłonności gospodarek na emisję gazów cieplarnianych w krajach UE. Analiza miała na celu potwierdzenie efektywności działań Unii w zakresie ochrony środowiska.

The European Union places great emphasis on environmental protection. The priority in this area is to reduce greenhouse gas emissions which have a direct impact on climate change on Earth. The article examines the significance of the impact of the share of energy from renewable sources and the energy efficiency of economies for the greenhouse gas emissions in the EU. The analysis was designed to confirm the effectiveness of the Union’s activities in the field of environmental protection.

The article addresses the issue of shaping energy efficiency as an element of transformation to a low-carbon economy. The term – especially in time of economic downturn – is very important for government, sectors of economy as a whole, enterprises, and households. Last economic crisis of 2008-2010 was particularly important in the discussed area, due to the role of the public policy to increase energy efficiency. The aspects taken into consideration were not only the prices of energy carrier (crude oil), but also the need to cut down emission of carbon dioxide and to overcome the climate change. It is important to diagnose the role of the state and the market in implementation of energy efficiency practices. The study takes into account data, examples of regulations, funds on the level of the European Union and in Poland, and analysis of literature.

W artykule poruszono kwestię kształtowania efektywności energetycznej jako elementu tworzenia gospodarki niskoemisyjnej. Zagadnienie to jest istotne zarówno dla rządów państw, poszczególnych sektorów gospodarki, jak i przedsiębiorstw oraz gospodarstw domowych. Ostatni kryzys gospodarczy z lat 2008-2010 był istotny, biorąc pod uwagę omawiany temat, z uwagi na rolę polityki państwa w zwiększaniu efektywności energetycznej. Problematyczne były bowiem nie tylko ceny nośników energii (ropy naftowej), ale także konieczność ograniczenia emisji dwutlenku węgla w kontekście przezwyciężenia zmian klimatycznych. Celem opracowania jest zdiagnozowanie roli państwa i rynku w realizacji praktyk ukierunkowanych na zwiększenie efektywności energetycznej. W artykule uwzględniono dane, przykładowe regulacje, środki zadysponowane na poziomie Unii Europejskiej i w Polsce, oraz dokonano analizy literatury.
