This article examines Taylor’s approach to the conception of civil society and attempts to interpret the relation of this approach to contemporary debates on the forming of European civil society. By way of introduction, Taylor’s interpretation of the medieval socio-political assumptions for the creation of the extra-political public sphere is presented. Next, there is a discussion of Taylor’s interpretational conception of the two most significant traditions of civil society which take their rise from a confrontation with European enlightenment absolutism - the traditions of Locke and Montesquieu. The author attempts to make sense of the way in which Taylor’s approach resonates with the concept of civil society in discussions about the presuppositions and forms of the creation of the European public sphere and trans-national (European) identities as two key forms of European civil society. In conclusion, the concept of the active border is presented as a key matrix of the conceptual constellation of the public sphere, identity and Europeanisation.

W artykule zawarto analizę dotyczącą funkcjonowania francusko-niemieckiej stacji ARTE, wskazując źródła sukcesu tego unikatowego projektu na rynku europejskich mediów – francusko-niemieckiej, europejskiej telewizji kultury. Cel: Wykazanie zgodności warunków decydujących o sukcesie i rozwoju telewizji ARTE z modelem stabilnego funkcjonowania europejskiej sfery publicznej, wyznaczonym przez Jürgena Gerhardsa. Metody badań: Analiza strategicznej i programowej działalności ARTE na podstawie tekstów naukowych, dokumentów korporacyjnych i zwartości programowej stacji. Wyniki i wnioski: Warunki stabilnego rozwoju ARTE to: wola polityczna, stabilny rodzaj finansowania, rozwój technologiczny, wolność i niezależność medium, wysoka jakość programowa – te warunki są zgodne z założeniami modelu Jürgena Gerhardsa. Dodatkowymi czynnikami sukcesu są założenia polityki medialnej Unii Europejskiej i ścisła współpraca francusko-niemiecka. Wartość poznawcza: Artykuł odpowiada na pytanie dotyczące warunków, jakie muszą być spełnione, by tak ambitna, dwunarodowa telewizja kultury jak ARTE mogła zaistnieć i ugruntować swoją stabilną pozycję na audiowizualnej mapie Europy.

The paper contains an analysis of the success of ARTE, a unique Franco-German European cultural television station. Scientific objective: To check the validity of the key conditions leading to the success and development of ARTE, confronting it to the model of the properly functioning European public sphere as defined by Jürgen Gerhards. Research methods: Analysis of strategic and program activity of ARTE based on scientific works, corporate documents, as well as on station’s broadcasting content. Results and conclusions: Conditions for the stable development and success of ARTE are: political will, stable type of financing, technological development, freedom and media independence, high quality of programs—these conditions are consistent with the assumptions of the model designated by Jürgen Gerhards. Additional factors of success are the application of the European Union media policy and close Franco-German cooperation. Cognitive value: The paper answers the question: „What conditions must be met so that such an ambitious, bi-national cultural channel as ARTE could exist and establish its stable position on the audiovisual map of Europe?”
