This is a critical assessment of the claims and arguments given in the article by Cermák, Sgall, and Vybiral (2006). Examining individual statements in this article, the present paper finds, among others, that 1) there is not enough evidence in the article for what is said about the history and the present state of language management in the Czech Republic as well as about the treatment of the Czech language in schools; 2) existing norms of language communication are ignored, as are the social and cultural roles of literary Czech; and 3) the article fails to clearly explain its central concept of 'standard' language.

Admitting that certain mistakes in their paper (Cermak, Sgall and Vybiral 2005) have to be corrected, the authors claim that one of the main issues relevant to the present discussion concerns the difference between a book and a short paper which necessarily includes quotations from other writings; these should not be ignored, and the results of the research conducted up until now should be reflected. The present paper then argues that some of the old arguments are still valid and that the concept of a standard and its variants is to be understood taking into account a transitional zone between the standard and everyday spoken usage. The older traditions of prescriptive linguistics still have not been overcome by functional approaches, especially in school education.

This research paper deals with the realization of time in three languages which belong to different linguistic types: inflected Arabic, agglutinative Turkish and isolated Chinese. The methodological framework of this research is the functional analysis method, the basic notions of which are the conceptual category and typical communicative situation. The paper aims to describe the principles of conveying temporal meaning by linguistic means and consequently the development of an “active” (or communicative) grammar of a certain language which is a grammar for the speaker. In the course of the research an inventory of linguistic means for the realization of time was made, the typology of communicative situations within the conceptual category of time was outlined, differences and similarities in conveying time in the three investigated languages were summarized and prospects for future functional research in Turkish, Arabic and Chinese were defined.
