El discurso sobre la pobreza se “constituye” en la Ciudad de México (Distrito Federal), con las peculiaridades y conflictos internos, desde el cambio de 1997. A partir de este año, el PRD (Partido de la Revolución Democrática) como partido de izquierda está gobernando en la capital. Desde 2000 viene la alternancia en el poder federal con el partido PAN (Partido Acción Nacional) en el poder durante la administración de Vicente Fox (2000-2006) y Felipe Calderón (2006-2012). Se produce peculiar y original conflicto en cuanto a la concepción oficial de la política contra la pobreza en el DF y México federal. ¿En qué estriba este conflicto? y ¿si se difiere la política hacia los pobres en los niveles federal y local (capitalino)?, son las principales preguntas del análisis.

The poverty discourse is shaped in Mexico City (Federal District) by internal conflicts since the turn of 1997. Starting this year, the Democratic Revolution Party (PRD) has been governing in the capital. However, on the federal level there was an alternation of federal power with the National Action Party (PAN) since 2000 in the administration of Vicente Fox (2000-2006) and Felipe Calderón (2006-2012). The confrontation between PAN and PRD was produced in the official conceptions of politics combating poverty in Mexico City on local level and on the federal level. What is this confrontation about? Does the different policy towards the poor in the federal and local levels (Federal District) really exist?
