Formation of common European energy market implies the necessity of making adjustments to domestic low and adopt market development possibilities in order to meet European Union regulations. Implementation of system support to develop high-efficiency cogeneration was one of those aspects. Several years of functioning such mechanism allow to: analyze those regulations and their impact on sub-sector development, make a deep cost analysis and discuss about its efficiency. This paper describes the background of implementation of EU regulations, results of efficiency analysis and comparison with the functioning mechanism in the Flemish Region.

Artykuł jest podsumowaniem analizy dotyczącej wsparcia sektora ekonomii społecznej w ramach Programu Operacyjnego Kapitał Ludzki na lata 2007-2013 (Poddziałanie 7.2.2 Wsparcie ekonomii społecznej). Analiza została przeprowadzona na czterech poziomach: I - strategicznym: Program Operacyjny Kapitał Ludzki, II - strategiczno- wdrożeniowym: Szczegółowy Opis Priorytetów PO KL; System Realizacji PO KL, III - wdrożeniowym: Plany Działań, IV - projektowym: Dokumentacja konkursowa, projekty. W opracowaniu opisano warunki dotyczące wsparcia eko- nomii społecznej, które stworzono w ramach PO KL na etapie programowania poprzez zapisy PO KL oraz Szczegóło- wego Opisu Priorytetów PO KL. Analiza dotyczy także procesu implementacji programu w zakresie planów działania, dokumentacji konkursowych, kryteriów wyboru, a także przykładowych projektów. Autor wskazuje, że dotychczas wydatkowane środki pozwoliły na zrealizowanie szeregu indywidualnych projektów, jednak nie przyczyniły się do stworzenia funkcjonalnego systemu wsparcia ekonomii społecznej. Podkreśla także zasadność - z punktu widzenia efektywności wydatkowania środków publicznych - zbudowania, wdrożenia i wypromowania takiego systemu wsparcia ekonomii społecznej, który na terenie całego kraju pozwoli na korzystanie ze zbliżonego katalogu usług przy zachowaniu minimalnych standardów. The article is a summary analysis of support extended to the social economy sector under Priority 7 of the Human Capital Operational Programme 2007-2013 (Measure 7.2.2). The analysis was conducted at four levels: I - strategy: the Human Capital Operational Programme (HC OP), II - strategy and implementation: the Detailed Description of the Priorities of The HC OP, III - implementation: Action Plans, IV - project: Documentation of calls for proposals, projects themselves. The paper outlines the conditions for supporting the social economy sector developed as part of the HC OP at the programming stage via the HC OP and the Detailed Description of the Priorities of the HC OP. The analysis also includes the programme implementation process in the area of Action Plans, documentation of calls for proposals, criteria for project selection as well as sample projects. The author indicates that the funds spent so far have made it possible to execute a number of individual projects, but had less or no impact on creating a functional support system for the social economy sector. In terms of efficiency of spending public money, this article makes a case for the creation, implementation and promotion of a system that would offer opportunities for social economy enterprises to benefit from a similar catalogue of services across the whole country with certain minimal standards being preserved. The activity of the company is concentrate not only on the profits but also on certain social objectives thanks to which these profits wil be higher. Establishment of corporate foundations is one of the forms of implementing such goals. The aim of the study is to present and assess the activity of Corporate Foundations in Poland. The main subject of discussion focuses on the relationship between the company, foundation and the beneficiaries as well as on the sources of income and the directions of its spending. The analysis is based on the research condacted by the Donors Forum in 2012.
