The article is an analysis of the new European Union’s approach to the essence of development. Its central element is the emphasis on the role of trade as a key engine of economic development and growth, enabling many developing countries out of poverty. The paper was presented to the evolution of the EU’s approach to development cooperation and the analysis of trading tools introduced by the EU in relation to developing countries.

One of the main EU tools that promote human rights in third countries is the General System of Preferences (GSP). This system grants preferential access to the EU market for certain developing countries. There are explicit references to human rights in this program. These tariff preferences may be withdrawn in the event of systematic violations of fundamental human or labor rights. The purpose of the article is to show the significance of the provisions of the unilateral EU GSP Plus system of preferences for respecting human and labor rights in developing countries – beneficiaries of the system.

Jednym z głównych narzędzi UE promujących prawa człowieka w państwach trzecich pozostaje Powszechny system preferencji (General System of Preferences, GSP), przyznający niektórym państwom rozwijającym się preferencyjny dostęp do rynku unijnego. W programie tym znajdują się wyraźne odniesienia do praw człowieka, a same preferencje celne mogą zostać wycofane w przypadku systematycznego naruszania podstawowych praw człowieka lub praw pracowniczych. Celem artykułu jest ukazanie znaczenia zapisów unilateralnego unijnego systemu preferencji GSP Plus dla przestrzegania praw człowieka i praw pracowniczych w państwach rozwijających się – beneficjentach systemu.
