Administration and supervision of crisis zones is a frequently discussed topic these days. This study focuses on a specific segment of this issue rooted in the specificities of international transitory administration. By presenting and analysing the legal standing of Saarland and the situation of the Freistaat Danzig between the two World Wars, the reader may gain an insight into the first wing beats of the international community aimed at crisis management. The study looks in detail into legal legitimacy, the credibility of efficiency and control functions through the work of the two bodies temporarily appointed by the League of Nations. The presentation of the administration of Saarland, so important for Germany, could significantly contribute to deepening Hungarian-German economic and political relations, and to an accurate determination of the deficiencies of current crisis management.

Niniejsza praca analizuje w oparciu o prawo politykę prowadzoną przez Aleksandra Potockie-go w schyłkowym okresie funkcjonowania Komisji Rządzącej. Ogłoszone na początku akty prawne o Zasadach do urządzenia Komisji Rządzącej i innych władz jej podległych, a także Zasady do organizacji dla Dyrektora Policji nadały kształt działaniu temu resortowi. W opar-ciu o analizę źródeł archiwalnych przedstawiono charakterystykę polityki władzy policyjnej w okresie do tej pory niezbadanym tzn. od zawarcia traktatów pokojowych w Tylży aż do obję-cia władzy przez Fryderyka Augusta. Istotną częścią działań władzy centralnej stanowił porzą-dek publiczny, za zapewnienie którego odpowiadał w znacznym stopniu A. Potocki. Obok tego problemu przedstawiono prace nad poprawą warunków życia. Do zakresu tych działań zaliczono sprawy medyczne i nadzorowanie miar i wag. Dodatkowo przedstawiono postęp prac nad obraniem władz we wszystkich miastach w kraju. Dotychczas wskazane zadania stanowiły pewną kontynuację. W artykule poddano także analizie sprawę nadzoru przetargów publicznych dotyczących uposażenie koszar wojskowych.

This work analyzes policy pursued by Aleksander Potockibased on the law at the end of the functioning of the Governing Commission. The legal acts on Principles published at the begin-ning for the equipment of the Governing Committee and other authorities of its subordinates, as well as the Rules for organization for the Police Director, shaped this ministry. Based on the analysis of archival sources, a description of the policy of the police authorities was presented in the previously unexplored period, i.e. from the conclusion of the peace treaties in Tilsit until the takeover of power by Fryderyk August. The important part of the activities of the central government was the public order, for which A. Potocki was responsible to a large extent. In addition to this issue, work on improving living conditions has been presented. The scope of these activities includes health matters and supervision of measures and weights. In addition, the progress of work on establishing the authorities in all cities in the country has been pre-sented. So far, the tasks indicated have been a continuation. The article also analyzes the issue of supervision of public tenders regarding the salary of military barracks.
