The purpose of the paper is to estimate the technical efficiency of utilization of health care resources in 66 subregions of Poland, using data envelopment analysis methodology. The inputs are represented by the density of doctors, nurses and hospital beds, while the outputs are the life expectancy of, respectively, males and females. Two models, both characterized by varying returns to scale, are used for estimation. Model 1 is output-oriented, while model 2 assumes input orientation. 8 of 66 subregions are efficient. These include the city of Warsaw and the following subregions: krakowski, nowosadecki, tarnowski, rzeszowski, poznanski, szczecinski and gdanski. The least efficient subregions are concentrated in slaskie voivodeship. The correlation analysis is also conducted in order to test the influence of external factors on the efficiency scores. The scores are negatively correlated with pollution, population density and, surprisingly, with remunerations and expenditures of local authorities on health care. The positive correlation characterizes the relationship between efficiency and access to cultural facilities, as well as housing conditions (metric area of flat per person).
