In the Polish higher education establishments the numbers of state scholarships increased considerably after 2004. This is a result of the reform which gave a right to apply for them by students of non public schools and attending the extra mural education courses. One of unexpected results of this reform is a clear necessity to modify the scholarship fund distribution rules. It means to give more for the students who come from low income families and diminish a ratio for educational achievements
